Job SummaryUnder the general direction of the Senior Director of Business Services, the Contract Manager will assist, manage, and lead cross-functional projects for Strategic Sourcing initiatives in multiple product and service categories. The Contract Manager will lead the Contracts team through all aspects of the RFI/RFQ/RFP development process, including scope of work development, market research, proposal/quote evaluation, negotiating, execution and implementation of contracts including Public Works projects and direct day-to-day oversight of the Contracts staff. The Contract Manager will also perform contract and supplier relationship management activities, analyze spend data and utilization of contracts to make recommendations for changes to contracts based on the analysis.Key ResponsibilitiesInitiate, evaluate, and execute a broad range of complex University contracts and strategic sourcing initiatives, as required by the University, and in accordance with applicable CA state and CSU policyGuide Strategic Sourcing teams in collaboration with the campus and/or system-wide client leadLead Strategic Sourcing teams, as required, through all aspects of the RFI/RFQ/RFP development process, including scope of work development, market research, proposal/quote evaluation, negotiating, execution and implementation of contractsApply negotiation skills to persuade, influence and explore positions and alternatives to reach outcomes that will gain acceptance and commitment of all parties and meet both SJSU and CSU's strategic procurement objectivesAnalyze and make decisions to ensure contract terms and conditions have favorable pricing, and termsResolve complex contractual issuesAnalyze spend, bidding, awards, supplier performance, customer satisfaction and other benchmark information for client groupsUtilize CSU procurement suite of tools to perform spend analytics, conduct on-line bidding events and manage resultant awardsActively participate in system-wide strategic sourcing and procurement related initiativesCommunicate and advise vendors and suppliers on doing business with SJSU and the CSUInterpret, explain, and apply rules and policy in relation to contracts and procurement to the Strategic Sourcing team and campus stakeholdersEffectively manage and reduce risk via proper creation of solicitation and contract documentsProvide management and training of a variety of contracts and procurement processes to the Contracts staffManage customer inquiries and requests, assign work and ensure timely completion of workMonitor workload, ensure deadlines are met, and service level expectations are being metAs required, draft policies, create training materials and schedulesSupervise, as required, Contracts staff in the completion preparation, research, negotiation, review, organization and final execution for complex commodities, service contracts, construction contracts, affiliation agreements, service learning, lease agreements, revenue generating agreements and other miscellaneous contracts required by the UniversityDay-to-day oversight of Contract staff and procurement processesConduct and complete Contract's employee evaluationsIdentify, anticipate, develop, propose for approval by Senior Director and subsequently implement solutions to provide applicable service to the campus and auxiliariesActively solicit and act upon feedback from our campus stakeholders and auxiliaries related to ContractsAssist and/or lead on projects assigned by the Senior Director to meet university and system-wide contracts and procurement goalsActively nurture and lead Contract staff in establishing and maintaining strong working relationships within Finance and Business Services, in servicing campus departments, auxiliaries, outside agencies, and suppliersKnowledge, Skills & AbilitiesThorough knowledge of CSU policies and procedures related to procurement and contracts, general Provisions, Public Contract Code, Public Works policy and applicable laws and/or regulations the CSU is subject toAbility to review and prepare high dollar, complex contracts and responsible relevant experience, including at least one year of supervisory experiencePreferred QualificationsCertified Professional Contract Manager (CPCM) or a master's degree in business or related disciplineExperience working within a California State University system or large California public institutionLeadership skills in a complex, unionized work environmentExperience in the
