GENERAL STATEMENT OF DUTIES:The 18th Judicial District Attorney’s Office (serving Arapahoe County, Douglas County, Lincoln County and Elbert County) has an exciting opportunity for a Division Manager of Finance & Admin Services!

Performs senior level professional accounting duties under the general supervision of the Assistant District Attorney. Supervises accounting functions including Accounts Payable, Accounts Receivable, cost accounting and general accounting.

Responsible for procedures necessary to classify, record, and report the receipt and disbursement of funds for the Office of the District Attorney.

e starting salary range for this position is $105,000-$168,000.

GENERAL DUTIES

:

Direct and oversees the preparation of all financial reporting, budget process and accounting activities associated with the financial operations of the District Attorney’s Office, ensuring compliance with County, State, and Federal regulations. Prepares and/or reviews a variety of required financial reports monthly, quarterly, and annually.Assists the DA during the annual budget preparation process. Creates various budgetary projections and prepares reports for budget analysis and budget preparation purposes. Provides routine budget monitoring to ensure all operations are within approved procedural guidelines and timelines.

Works with county departments on presenting operating changes within budget and policy guidelines.Monitors and prepares financial reports and budget forecasts for various local, state and federal grant programs. Prepares and executes draw down requests as required. Responsible for various grant financial management duties as assigned. Explores, drafts and applies for grant opportunities and coordinates these efforts with appropriate county departments.Coordinates fiscal impact assessments for new legislative proposals and implementing enacted legislation, along with financial advice and assessments for policy considerations with other state, county, and city stakeholders.Coordinates and presents training for leadership and staff on business policies financial procedures, and best practices.Serves as office liaison with county business offices on county and district-wide issues in funding and policies. Supports the DA in responding to the Office needs in meeting new initiatives and supporting funding requests.Serves as departmental project manager for county-wide initiatives including District Attorney Office system conversions, policy changes and funding changes.Performs departmental procurement activities to include creating requests for proposal, bids and purchase order requirements.Oversees the contracts process and management for the DA’s Office.Prepares and enters various entries to classify, record and report receipts and disbursements. Responsible for the reconciliation and analysis of all accounting data necessary to ensure accuracy and compliance with legal/budgetary and GAAP requirements.Performs pre-audit review and approval of accounts payable invoices. Reviews for accuracy, budgetary control, fund/account classifications and GAAP compliance.

Performs review of accounts payable and forfeiture fund checks issued.Ensures office operating funds, state forfeiture funds and federal forfeiture funds are deposited to their respective checking accounts in a timely and accurate manner.Performs monthly reconciliations for operating funds, state forfeiture funds and federal forfeiture funds.Provide timely advice, recommendations or issue of concerns to the Assistant District Attorney regarding financial issues affecting the District Attorney’s office.REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

Extensive knowledge of generally accepted accounting principles.Knowledge of the principles and practices of governmental accounting in accordance with the pronouncements of the Governmental Accounting Standards Board.Extensive knowledge of generally accepted auditing standards. Knowledge of applicable internal controls, internal auditing and governmental budgetary practices. Practical cost accounting knowledge, including direct and indirect costing methods.Knowledge of computerized personal computer and network-based general ledger.Ability to work independently; to organize, prioritize and manage a large volume of work on a daily basis and to do so with attention to detail and a high degree of accuracy.Ability to establish and maintain effective working relationships with superiors, coworkers and the general public; ability to communicate effectively, both orally and in writing.
