BryceTech is looking for an experienced Program Management Senior Manager to support our US Space Force, Space Systems Command (SSC) customer. Customer Background Information:
Space Domain Awareness & Combat Power is the Space Systems Command Program Executive Office (PEO) focused on delivering cyber, ground- and space-based systems that rapidly detect, warn, characterize, attribute, and predict threats to national, allied, and commercial space systems, while also providing National Security deterrence capabilities countering those identified threats to prevail in a space conflict. SSC/SZ-BC provides highly classified Space Domain Awareness (SDA) systems, Defensive and Offensive Space Control (DSC/OSC) capabilities, and space test range assets to meet current and projected Department of Defense (DoD) operational requirements. SSC/SZ-BC develops, integrates, tests, deploys, sustains, and supports operations for systems that meet strategic and tactical operational needs. Minimum Knowledge and Experience: Responsible for successful delivery of a program to a customer; or manage performance of a task or project as part of a larger program under direction of another PM. Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance. Define or contribute to the program baseline then execute the program to comply with baseline requirements. Manage risk, customer relationships, and program staffing. Ensure compliance with quality standards and escalate challenges to leadership. Identify key resources required to manage and execute to the program baseline often requiring frequent, real-time changes to meet dynamic program needs. Identify and analyze significant variances, and establish corrective actions. Manage and integrate a large size program staff that includes subcontractors or suppliers and task or project leads. Provide guidance and direction to the internal cross-functional team. Develop program-specific processes, procedures, techniques, or tools. Requires systems engineering or detailed technical approach involving trade studies, risk mitigation or complex schedule. Primary interface for all program aspects and issues, program and account insight, and serious problem resolution. Possess mature leadership and management skills and provide advice and assistance to other PMs. Escalate and resolve serious program issues. Description of work: Provide space acquisitions, engineering, operations, and technical advice and assistance for all projects and programs, as required, to support any stage of the acquisition life cycle. Revise or provide draft JCIDS and acquisition documentation to the applicable Government program manager and support the presentation of products to internal and external customers. Provide a draft SME-level technical and/or programmatic status report of any individual program or of the portfolio, in coordination with the Government program manager, upon request by the Government. Identify areas of improvement, including acquisition process improvements. Support the Government program manager on commitments, obligations, and expenditures of funds and perform earned value management and schedule analysis. Assist the Government with reviewing and analyzing packages delivered in support of DoD programs. Maintain awareness of current program schedule, monitor acquisition implementation, report requirement shortfalls, and provide a program assessment based on the identified risks. Advise the Government program manager on technical engagements. Assist the Government to execute source selections subject to FAR 9.505-4. Assist with management of the portfolio by providing information, advice, and recommendations for the effective alignment of portfolio acquisitions, manpower, and funding. Qualifications: Educational Requirements:
BS/BA w/>18 yrs; MS/MA w/>16 yrs; PHD or JD w/>8 yrs. Experience Requirements:
18 years of relative experience. Additional Information: Must have TS/SCI and have current SCI access. Position is contingent on BryceTech winning a prime bid on the USSF SSC HEMISPHERE contract and subsequent TOs.
