CITY OF HENDERSON, KENTUCKYPOSITION DESCRIPTION

POSITION TITLE:

CITY MANAGER

PURPOSE OF POSITION

The purpose of this position is to perform the functions and duties as specified in the Kentucky Revised Statutes, and the Code of Ordinances for the City, and to perform other legally permissible and proper duties and functions as the Board of Commissioners shall from time to time assign this position. This position is to plan, direct, and manage the activities of all city operations and functions. Responsibilities include administering the operations and affairs of the city and developing, implementing, and interpreting city policies and procedures.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Serves as the executive agent for the Board of Commissioners to ensure productive, safe, efficient and customer-oriented administration and operations of city services.

Implements adopted policies; plans, directs, monitors, and evaluates city programs and operations; investigates performance problems; makes recommendations concerning city organization, management, and services.

Submits annual budget recommendations to the Board of Commissioners for review, consideration and approval.

Monitors the financial condition of the city and advises the Board of Commissioners of the same; estimates present and future financial needs; works with Board of Commissioners, Finance department and department heads concerning budget preparation; reviews and analyzes the financial position and related matters of the City; administers and monitors the operating budget.

Maintains communication with the Board of Commissioners for the exchange of information, development of policies, resolution of conflicts, etc.

Maintains effective working relationships with elected officials, representatives of local, state and federal agencies, local civic organizations, the media and others involved with City government.

Ensures city compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.

Responds to complaints and questions related to city operations; provides information, researches problems, and initiates problem resolution.

Promotes positive public relations in the community; provides education and information relating to city programs, plans and policies; gives speeches and presentations as appropriate.

Attends meetings, including utility service meetings and related boards; serves on committees and boards as needed; makes speeches or presentations.

Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Represents the City with regard to Economic Development.

Maintains regular and predictable in-person attendance during regular business hours of the City of Henderson.

Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the City’s Drug and Alcohol policy.

ADDITIONAL FUNCTIONS

Performs related duties as required, necessary, or assigned.Operates a motor vehicle to conduct work activities.MINIMUM QUALIFICATIONS

Minimum Bachelor’s degree in Public Administration, Business Administration, or related field with Master’s level course work in the field preferred; Master’s degree strongly preferred; supplemented by six (6) to nine (9) years progressively responsible experience involving municipal or private-sector management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid driver’s license. Must reside within Henderson city limits within 12 months in the position.

Requires the ability to do so within the context of existing organizational theories and management principles.Human Interaction: Requires the ability to function in a director capacity for a major organizational unit requiring significant internal and external interaction.Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.Verbal Aptitude: Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable.Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures.Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in critical and/or unexpected situations involving moderate risk to the organization.

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
