Senior Capture Manager

to support its subsidiary, CAMRIS International, at their Home Office in Bethesda, MD. The incumbent will work under the HJF Vice President, Global Research Development, and closely with the CAMRIS Team, and HJF BD Team to direct and manage strategic pursuits in collaboration with Contracts, Program Management, HR, Pricing, and Proposal Leads. The Capture Manager will bolster CAMRIS efforts to raise awareness of CAMRIS services, understand and shape customer requirements, and build strategic relationships with new and existing clients. This will be a hybrid position.

The Senior Capture Manager will manage and coordinate team efforts focused on developing new funding opportunities for HJF’s subsidiary, CAMRIS International. Develops and maintains key customer relationships that are built on trust and excellence. Serves as a valued advisor on developing proposal win themes, bid strategies, pricing, teaming, and proposal strategies.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners.

Responsibilities:

Develops and maintains key internal and external relationships to improve the success of the HJF capture process.

Gains clear understanding of customer requirements and assists customer in developing solutions that meet their needs.

Champions the solution/opportunity internally to gain cross organizational support and buy-in.

Serves as key point of contact between the proposal team and the program office team.

Effectively advocates for CAMRIS’ mission at a variety of events and forums.

Identifies and cultivates strategic teaming partnerships through attendance of partner meetings, industry days, conferences and workshops.

Develops and maintains contacts with existing and new clients and partners to understand their requirements and nurture relationships through increased awareness of CAMRIS' capabilities.

Leads competitor market assessments, evaluates CAMRIS' strengths and weaknesses and conducts competitive scenarios for each opportunity to help the proposal team improve win probability.

Identifies new opportunities and leads the down-select (bid/no bid) process, preparing presentation for bid/no-bid gate reviews.

Effectively uses research intelligence to propose win strategies.

Identifies relevant subject matter experts and consultants for the bid process, developing a winning proposal team.

Develops and provides guidance to the Proposal Manager and Program Managers for proposal executive summaries.

Develops and documents research capture and proposal plans.

Manages the company’s BD pipeline, generating visualizations and reports as required.

Monitors performance and makes recommendations for process improvement.

Provides critical review and input for various “color-team” proposal reviews.

Ensures funding opportunities are successfully transitioned from the discovery phase to the proposal process and ultimately captured through the design and management of a successful capture process.

May perform other duties and responsibilities as assigned or directed by the supervisor.

Qualifications:Education and Experience:

Master’s Degree required. Doctoral Degree in International Development, Public Health, Life Sciences discipline, or research related field is preferred.

Minimum of 6+ years experience required.

Required Knowledge, Skills and Abilities:

Must have experience with agencies including the Health and Human Services (HHS), in particular the National Institutes of Health (NIH), and U.S. Agency for International Development (USAID).

An effective multi-tasker and a strategic thinker with an extraordinary attention to detail.

Quick learner-self-starter with the ability to initiate and innovate independently and functions well within a team environment.

Skilled in creating powerful, compelling written and oral communications for capture purposes with an ability to convey complex ideas through brief, simple materials.

Experience and credibility when presenting materials to external audiences.

Demonstrated entrepreneurial spirit, and customer-focused attitude; actively seeks to deepen current customer relationships and fosters new ones.

Successfully established and cultivated strong relationships built on trust with peers, across different levels.

Knowledge of the federal budget process and procurement environment and strategy related to research opportunities.

Demonstrated experience with Customer Relationship Management software and proposal/project management software, SmartSheet preferred.

Extensive experience in conducting targeted and effective searches with GovWin, SAM.gov, USAID Business Forecasts, and/or Bgov.

Experience with DoD, in support of military health efforts, is a plus but not required.

Work Environment:

This position will take place primarily in an office setting.
