Overview:The Proposal Manager reviews requests for proposals (RFPs); develops proposal plans, outlines, and schedules; and prepares questions for the potential client. For each proposal effort, the Proposal Manager assembles and reviews the efforts of an appropriate team of partners, consultants, subcontractors, writers, editors, illustrators, desktop publishers, proofreaders, and quality control and print reproduction personnel. The Proposal Manager then guides proposal team writers in preparing the technical components of the proposal, including understanding of the task, plan, past performance, and personnel. The Proposal Manager reviews proposal draft and final versions for responsiveness to RFP, thoroughness, accuracy, staffing, financial considerations, quality, and effective design and layout. This position is task order focused and has both State and Local and Federal government customers.

Primary Responsibilities:Identify all data that will be needed to facilitate proposal development and completion.Work with partners to obtain necessary information and pricing in support of professional services for the project.Build and manage pricing requirements and align them correctly with contract CLINs.Offer clear Bid/No Bid recommendations clearly defining strong and weak points as it relates to corporate focus, contract requirements, and fulfillment abilities of resources.Define a schedule for receiving all required inputs from internal and external resources.Create outlines for proposal based on solicitation instructions.Collect data required; review subcontractor, engineering, and PM submittals for completeness and assess all LOEs (internal or external) for shortfalls in order to mitigate risk.Write past performance references, corporate overviews, and other non-technical sections of a proposal.Set and manage all reviews of proposal and pricing with Contracts and Management.Organize all proposal data in central files and maintain an original and duplicates of all data.Assemble data collected from vendors and partners into UGI's proposals.Gather data from all members of the proposal team and assemble it into a final proposal.Maintain master solicitation documents. Distribute amendments and updates as needed.Coordinate proposal status tracking.Upon award, write Subcontract agreements, work with Procurement to obtain required signatures and issuance of Purchase orders. Complete hand-off with Project Management in order to kick off delivery.Provide subject matter expertise regarding proposal processes, contract processes, solicitation requirements, and post-award processes.Perform other duties as assigned.

QualificationsEducation and/or Experience:Bachelor's degree or equivalent plus 3-5 years of experience is required.Experience with previous proposal development or proposal data coordination work.Extensive applications experience (Microsoft Office, Database usage, etc.)

Knowledge, Skills, and Abilities:Must be able to create spreadsheets, databases, etc. for various types of analysis reports.Ability to interpret a solicitation's proposal instructions and create appropriate outlines and content.Ability to analyze solicitation requirements to help identify all data that will be needed.Ability to analyze proposal development progress and status in relation to defined schedules.Ability to determine if data received is compliant with UGI requirements.Ability to determine if a proposal is completed in compliance with instructions and to determine if proposal is completed in a way that is most presentable, organized, appealing, and attractive.Ability to write non-technical proposal sections effectively and convincingly.Strong knowledge of the proposal development process required.Strong organizational skills required.Strong multitasking skills required.Ability to manage and provide innovative proposal solutions and creatively solve problems.Must have strong interpersonal relations skills, communications skills, enthusiastic attitude, and proactive work ethic.Must have high-energy work ethic and be available to work non-standard hours when necessary.
