Overview:

The Tarboro Police Department operates a Public Safety Answering Point (PSAP), dedicated to providing 911 emergency dispatch services for police and fire operations, as well as non-emergency dispatch for the Town of Tarboro Electric Department and the Public Works Department. The center is staffed 24/7 by a team of skilled telecommunicators, each assigned to a patrol shift to ensure continuous coverage. The PSAP serves a population of approximately 11,000 residents encompassing approximately 11 square miles. The PSAP manages all 911 calls within the town limits, ensuring timely and efficient dispatch for both police and fire services. Salary:

Competitive salary ranging from $54,244 to $81,366

Responsibilities:

As the PSAP Director (911), you will be responsible for overseeing and managing the daily operations of the 911 communications center. Role includes developing and implementing policies, procedures, and protocols to maintain high standards in call processing, emergency response, and dispatch services. You will provide leadership and direction to PSAP staff and you will be responsible for recruiting, hiring, training, and evaluating personnel to ensure a well-functioning and professional workforce. This includes conducting performance reviews, providing feedback, and managing disciplinary actions as necessary.

In this role, you will develop long-term plans for the growth, improvement, and modernization of the communications center, staying abreast of emerging trends, technology advancements, and best practices to keep the PSAP at the forefront of public safety communications. You will also be responsible for preparing and managing the department’s budget, equipment procurement, and operational expenses. Securing funding through grants, government allocations, and other sources to support PSAP initiatives and upgrades will also be a critical part of your duties.

You will ensure the functionality and reliability of all PSAP systems, including computer-aided dispatch (CAD), radio communication systems, and emergency telephone systems, by coordinating with IT staff, vendors, and service providers for system maintenance, upgrades, and troubleshooting. Additionally, you will develop and implement quality assurance programs to monitor and improve the accuracy, speed, and effectiveness of emergency call handling, while ensuring compliance with federal, state, and local regulations, as well as industry standards related to emergency communications and public safety.

As the primary liaison between the PSAP and other public safety agencies, including police, fire, and emergency management, you will facilitate interagency collaboration, joint training exercises, and coordinated emergency response efforts. You will work closely with the NC 911 Board to ensure compliance with all state requirements, including the submission of annual revenue expenditure reports and financial audits, attending the NC 911 Board’s annual conference, and fulfilling additional obligations as required by the board.

In crisis and incident management, you will act as the lead coordinator during major emergencies or incidents, ensuring effective communication and resource allocation, and providing guidance and decision-making support during high-stress situations or when unexpected challenges arise. Finally, you will prepare regular reports on PSAP operations, performance metrics, and incident statistics, analyzing data to identify areas for improvement and track the center’s overall effectiveness.

Requirements:

Successfully pass medical examination, drug screening, and background investigation to the satisfaction and standards deemed necessary by the Town of Tarboro and the North Carolina Sheriff’s Education and Training Standards Commission.

Candidates must have current telecommunications certification through North Carolina Sheriff’s Education and Training Standards Commission.

Preferred Education & Experience:

Bachelor’s Degree in public administration, emergency management, criminal justice, communications, or an equivalent combination of training and experience required.

Supervisory experience of 5-10 years of progressively responsible experience in emergency communications, with at least 3-5 years in a supervisory or management role.

Extensive experience in a PSAP or related emergency services environment, demonstrating a comprehensive understanding of 911 systems, CAD systems, radio communications, and emergency protocols.

Budget and resource management experience managing budgets, securing funding through grants, and overseeing resources within a communications center.

Policy development experience in developing and implementing policies, procedures, and protocols within a PSAP.

Interagency coordination experience working with multiple public safety agencies, including police, fire, EMS, and emergency management.

Technology proficiency in managing and overseeing the technology used in a PSAP, including CAD systems, radio communications, and other essential emergency response technologies.

Preferred Certifications:

DCI Certifications in Module 1, 2, 3, and 7 or the ability to obtain certifications within 1 year.

Telecommunications Certification from North Carolina Sheriffs Training and Standards Commission.

Preferred professional certifications include – NENA CMCP Certification, NENA ENP Certification, APCO RPL Certification, APCO CPE Certification and General Instructor Certification.
