The Oregon Department of Environmental Quality has a full-time opportunity available for a Clean Fuels Program Lead (Natural Resource Specialist 5) in Portland, Oregon.

The Office of Greenhouse Gas Programs is responsible for leading the agency’s efforts to develop and implement statewide climate programs to reduce Oregon’s greenhouse gas emissions.

What you will do!

You will lead a team of staff implementing Oregon’s Clean Fuels Program which is a multi-faceted, complex program with significant public interest and impacts across the state. In that role, you will be making key decisions on how that program is implemented. You will participate in regional, national, and international convenings to collaborate on climate policy for transportation fuels and you will be the agency’s leading technical and policy authority regarding low carbon transportation fuels.

What are we looking for?

Minimum Qualifications:

Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 5 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.

Candidates who are most competitive will also reflect the following:

Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences.

Experience in the design and execution of a low carbon fuel standard for transportation fuels and the way this type of program interacts with a wide range of transportation fuels policies.

Experience providing oversight and review of complex research; experience evaluating results of research and using those results to inform development of policy concepts.

Skilled at leading a team and the ability to analyze, appreciate, and synthesize multiple perspectives, backgrounds, and priorities.

Strong program analysis skills; ability to evaluate current and potential future needs, and visualize and communicate any necessary recommendations.

Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities.

Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses.

This position will be based out of DEQ’s Headquarters office in Portland, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs.

There will be occasional travel required for meetings, conferences, trainings, public hearings, seminars, and field activities, some of which may include evening work and overnight stays.
