Environmental Review Compliance Lead
Remote Florida

ICF is seeking an Environmental Review Compliance Specialist to help manage federal grants to recover from disasters and carry out strategic and high-impact activities to mitigate disaster risks and reduce future losses in communities.
This is a remote position based in Florida. You will have the option to work in our ICF office located in Tallahassee if you wish to work there full time or hybrid (part-time remote, part-time in the office).
What you will be doing:
Assist with program compliance with U.S. Department of Housing and Urban Development (HUD) and local environmental regulations and provide expertise in HUD regulations at 24 CFR Part 58.
Manage fieldwork and preparation of site-specific environmental documentation.
Complete site inspections, as necessary.
Provide environmental Subject Matter Expertise for HUD-funded programs including but not limited to housing programs, buyouts and acquisitions, and infrastructure repair.
Review environmental documentation prepared by contractors for compliance and accuracy.
Develop environmental guidance documents, templates and checklists.
Provide environmental compliance training to state, contract, or local staff.
What we need you to have (minimum qualifications):
Bachelor’s Degree in Natural or Physical science, Environmental Management or related disciplines.
5+ years of professional experience in providing environmental review under federal and state regulations, for example NEPA, Clean Water Act, RCRA, ESA, etc.
2+ years in a project management or management support role for projects. Must be able to oversee, direct, and mentor junior staff to meet technical, financial, and schedule goals.
2+ years’ experience providing environmental review support for HUD CDBG-DR programs, such as authoring or reviewing area-wide (Tier 1) environmental review records and authoring or reviewing site-specific (Tier 2) environmental reviews, preparing or reviewing EAs and CESTs as well as preparing guidance, policy documents, or process diagrams in support of environmental review.
What we would like you to have (preferred qualifications):
Ability to conduct and oversee field work and site visits in support of environmental reviews, with experience in environmental subjects listed in HUD regulations at 24 CFR Part 58.
Strong organizational skills and attention to detail, including ability to prioritize and multi-task under strict deadlines.
Strong problem-solving skills and demonstrated ability to succeed with new and challenging tasks.
Excellent written and oral communication skills.

- The pay range for this position based on full-time employment is: $64,273.00 - $109,264.00
