Job AnnouncementThe position is responsible for establishing goals, objectives, and priorities for the Apparatus Section of the Fire and Rescue Department, coordinating program implementation, and facilitating processes to achieve program outcomes and milestones. This includes integrating strong program initiatives and strategies, fostering a positive, inclusive work environment, and promoting effective relationships among personnel and stakeholders. Supervises budget preparation for the Apparatus Section, analyzes budget projections, and directs strategic planning goals and objectives. Key duties include conducting program assessments, developing evaluation methods to improve program quality, managing program-level reporting, and addressing issues with stakeholders. Directs and manages long-term, large-scale, high-priority projects that involve multiple agencies; addressing citizen groups and vendors, engaging in strategic planning and problem-solving, and participating in workforce planning and budgetary activities. Maintains relationships with volunteer organizations, ensures accurate record-keeping, and prepares comprehensive reports; establishes and implements agency policies related to apparatus and vehicle use; directs research and evaluation of trends related to selection, purchasing, utilization, and maintenance of agency vehicle and apparatus fleet.Additionally, the role provides management and leadership to a diverse administrative, technical, and management staff, ensuring the operational readiness of fire department vehicles. Oversees vehicle acquisition, maintenance, and inventory management, and implements processes for 24/7 coverage of emergency vehicle requests. The role ensures responsible budgetary oversight for expenditures and plans and implements policies while maintaining effective relationships with internal and external agencies and stakeholders.Illustrative DutiesDirects and manages the repair, maintenance, and replacement of emergency and non-emergency fire and rescue vehicles;Oversees, directs, and coordinates the activities and performance of the Apparatus Section;Represents Apparatus Section and departmental interests on various Fire and Rescue Department committees;Represents departmental interests and acts as liaison with other county agencies, including other public safety agencies, as well as meets regularly with various vendors and contractors;Participates in strategic planning activities by establishing goals and objectives as they pertain to the agency's vehicle needs;Formulates and maintains the vehicle replacement plan program;Designs, purchases, and approves all agency vehicles to meet agency needs;Travels to inspect and approve purchased vehicles during various engineering, production, and final approval phases;Establishes and documents the direction for the design and use of the various types of vehicles used by the Fire and Rescue Department;Consults with agency senior staff and various committees on vehicle and equipment issues;Coordinates and administers the Fire and Rescue Department's budget for multiple types of vehicles and related technical equipment maintenance, personnel costs, and funds for new equipment purchases;Coordinates and prepares request for proposals, contract renewals, and disposition of end-of-life vehicles in accordance with Fairfax County policies and procedures;Monitors, reports, and facilitates purchase orders to comply with federal, safety, and NFPA requirements;Serves as liaison with the Department of Vehicle Services, manufacturers, and vendors on the procurement and acceptance of new vehicles;Manages personnel assigned to the Apparatus Section by providing leadership and overseeing various functions and duties and ensures appropriate staffing levels are maintained to provide 24/7 staff coverage for after-hours apparatus support;Develops and administers employment selection processes for uniform and civilian positions and conducts processes to hire personnel;Provides leadership and direction to staff to include guidance through mentoring and training opportunities, conducting performance evaluations, and evaluating disciplinary recommendations if necessary;Evaluates business process flows and recommends and implements changes to improve efficiencies;Reviews and authorizes special vehicle modifications and oversees technical repairs and maintenance by Apparatus section shops;Administers and ensures compliance with federal, state, and local vehicle safety and performance regulations.Required Knowledge, Skills, and AbilitiesExtensive knowledge of the methods and equipment used in the maintenance and repair of a variety of fire apparatus, automotive, and specialized equipment;Extensive knowledge of requirements for deployment of equipment to remote locations and the type of equipment cache that will be needed for specific types of emergency incidents;Knowledge of fire, rescue, and EMS incident management;Knowledge of, and the ability to effectively apply, administrative, supervisory, and managerial practices and techniques;Ability to make independent decisions within established policies and procedural guidelines;Ability to plan, schedule, and execute a preventive maintenance program;Ability to plan, direct, and supervise the work of others;Ability to prepare clear and concise reports;Ability to prepare and justify sound budget requests;Ability to communicate effectively orally and in writing, using diplomacy and tact;Ability to develop and maintain effective public and employee relationships;Ability to travel to various locations for vehicle inspections, training, vendor meetings, and product evaluations.Employment StandardsMINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following: Graduation from high school or GED issued by a state department of education; plus, seven years of experience managing and coordinating problem diagnosis, repair and maintenance, the design, fleet utilization, replacement, and disposition of complex fire apparatus, automotive, and specialized equipment; including five years of experience at the supervisory level.PREFERRED QUALIFICATIONS : Strong oral and written communication skills; Strong organizational skills and abilities; Strong project management skills; Experience managing a large fleet of vehicles/apparatus; Ability to manage a budget; Experience with local government purchasing and procurement; Experience designing and purchasing large fire apparatus.CERTIFICATES AND LICENSES REQUIRED:

The appointee to the position will be required to complete a criminal background check, credit check, driving record check, and sanctions screening to the satisfaction of the employer.PHYSICAL REQUIREMENTS:

Must be able to climb under, in, out, and on top of specialized fire apparatus in sterile and dynamic environments. Must be able to operate a wide variety of motor vehicles including specialized fire apparatus. Must be able to lift and move up to 50 pounds on more than one occasion. Visual acuity is a necessity. Must be comfortable working at elevated positions above 8 feet. All duties performed with or without reasonable accommodations.SELECTION PROCEDURE:
