Summary:

The purpose of this position is to assist the Executive Director/President in the day-to-day operations of the affordable housing portfolios of South Mississippi Housing Authority and its instrumentality, South Mississippi Development Corporation. The position will directly supervise the site property managers, maintenance, and other on-site staff to assure efficient and successful property financial and physical operations. The requirements listed below are representative of the knowledge, skill and/or ability of the employee. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.Duties/Responsibilities:Strong knowledge of HUD multifamily and public housing laws and regulations, landlord-tenant law, and other applicable federal, state, and local laws, regulatory codes, ordinances, and procedures.Considerable knowledge of modern principles, practices and techniques of Property Management Administration and comprehensive project and program development, implementation, and management.Ability to prepare narrative and statistical operational reports including per unit and trend analysis, occupancy turnover and market studies, knowledge of principles and practices of budget development and contract administration.Proficient computer skills, including experience with Yardi and other data processing systems.Prepare monthly property reports including variance reports on income statements, vacancies, accounts receivable and submit them to Executive Director/President, Finance Director, and any outside lenders and/or investors as required.Develop business plans and marketing strategies of portfolio properties in coordination with the Regional Managers, Executive Director, and agency specialist if applicable.Ability to establish and maintain effective working relationships with residents, subordinates, co-workers, and persons in and outside the Authority.Demonstrated skills using performance incentives and team-building strategies and knowledge of principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.Review, interpret, and apply applicable laws and regulations, and organizational policies to assure compliance with Fair Housing, Non-Discrimination, and ADA requirements.Work collaboratively with the Executive Director/President, Finance Director, Director of Asset Management, and Construction and Capital Projects Manager to oversee the development of yearly operating and capital budgets.Oversee risk management; ensure weekly property walkthrough inspections are completed along with results, findings, and corrective actions.Ability to ensure that teams comply with current applicable HUD regulations, landlord-tenant law and fair housing law including reasonable accommodation, Violence Against Women Act, Language Assistance procedures and policies.Skill in identifying strengths and challenges in each team to improve efficiency and effectiveness and foster a professional culture of site offices where staff can accomplish goals and feel good about their contributions.Ability to perform regular site visits to mentor Property Managers and monitor ongoing issues at the properties, direct staff in preparation of reviews by regulatory agencies and attend in preparation for these inspections.Skill in the approval of market rent changes, write-offs and reimbursements.Skill in working with site staff to address resident complaints.Other related duties as assigned.Required Skills/Abilities:Knowledge of characteristics needs and interests of housing choice voucher and public housing residents.Ability to plan, organize and direct activities and services.Strong communication and interpersonal skills with the ability to interact and work with individuals.Attention to detail with a focus on thoroughness and quality.High integrity and ethical standards.Proficient in Microsoft Office Suite and property management software.Excellent leadership and persuasive skills.Balances team and individual responsibilities; Contributes to building a positive team spirit; Supports everyone’s efforts to succeed.Education and Experience:College degree in residential property management, business or public administration, or related field and 5 plus years of successful management experience at the Regional Property Manager or higher level; or equivalent combination of education and experience.Valid driver’s license.Physical Requirements:Prolonged periods of sitting at a desk and working on a computer.Driving a vehicle to conduct work.Hearing and speaking to exchange information in person or on the telephone.Seeing to read a variety of materials and to drive.Ability sufficient to allow for operation of computer keyboard, telephone, facsimile machine, calculator, etc.Able to physically lift and/or move materials, boxes, or folders weighing up to 25 pounds.SMHA is fully committed to abiding by all equal opportunity employment standards.
