We are committed to fostering a work environment where our differences are celebrated and everyone has what they need to thrive--no matter their race, age, ability, gender, sexual orientation, ethnicity, or country of origin.Job DescriptionUnder the supervision of the A&G Program Training Analyst, the program specialist will develop and conduct Medi-Cal and CalFresh training modules that will teach Federal and State regulations, county policy, systems related to eligibility determination, and business processes to eligibility staff; and as needed, to the public and community-based organizations.ESSENTIAL TASKS & DUTIESDevelops, writes and presents clear and concise desk guides, program memos, presentations, letters, and other written communications to staff on existing/new/updated rules and related systems. Leads workgroups with various stakeholders (eligibility workers, supervisors, managers, analysts, etc.) to gather input and feedback on written material.Provides support in determining training needs and developing/evaluating training courses. Coordinates and conducts staff training. Maintains curriculum and training modules/material to reflect current regulations.Attends meetings and workgroups with various program stakeholders to support the development of training offerings and the development of training methods.Coordinates staff training schedules with program management.Provides coaching and support to Eligibility Workers and supervisors. Reviews casework and shadows eligibility staff as part of developing training for staff.Provides troubleshooting assistance to staff on complex cases, identifies root issues, and creates training strategies to resolve the problem.Participates in a variety of meetings related to CalFresh and Medi-Cal eligibility determination. Acts as a program liaison as needed.Supports efforts with internal and external partners to assist individuals/families experiencing food insecurity and lack healthcare in accessing program benefits. Provides information on application assistance and benefit usage. Assists in administering systems access for external partners when needed.Attends State, Regional, CDSS and/or DHCS meetings as needed.QualificationsExperience:

Three years of experience in the Social Services field performing duties in the area of eligibility determination, case management, data management, employment services or training.Note: Data management experience refers to high-level and large scale data management activities using software programs dealing with large sets of data. Administrative record-keeping experience is not considered qualifying.License and Certification:

Some positions require possession of, or ability to obtain, a valid California driver's license.Special Requirements:Essential duties involve the following physical skill and work environment: Ability to work in a typical office environment; most positions involve the physical activities of sitting, standing, and lifting 5-10 lbs., and the ability to travel to different sites and conduct home visits. May require hand-eye coordination and manual dexterity for data entry and extensive VDT exposure.DESIRABLE QUALIFICATIONS:Two (2) years or more of experience determining eligibility for CalFresh and Medi-Cal programs.One (1) year or more of CalSAWS experience - knowing how to use the system: data entry and determining eligibility for Medi-Cal and CalFresh programs.Public speaking experience.Verification of Education and Experience:Applicants may be required to submit verification of qualifying education and experience at any point during the recruitment and selection process.Selection Procedures:
