This position directs the county’s information technology operations and services.

MAJOR DUTIES

Directs department operations to deliver technology services to the Board of Commissioners, all elected county offices, county management, county departments, and other public sector agencies.

Plans and implements strategies to deliver cost-efficient, effective, secure, and reliable IT services that meet the county’s overall goals, business objectives, and long- and short-term strategies.

Develops and oversees IT budgets and monitors all technology purchases through the county.

Consults with department heads, the County Administrator and Deputy County Administrator, and elected officials to identify technology needs and solutions.

Hires, trains, assigns, directs, supervises, evaluates, and disciplines personnel.

Provides direction for the IT Department, as related to strategic planning, product standardization, product identification, and IT architecture, engineering, and design.

Provides direction for county cyber-security operations; serves as Local Agency Security Officer to Probate Court as related to GCIC CJIS access.

Researches, evaluates, and purchases hardware and software; presents recommendation to the Board of Commissioners.

Manages and oversees vendors, contractors, and service providers, including vendor selection, cost control, vendor security assessments, and contract negotiations.

Develops, presents, and implements IT policies and procedures.

Implements, monitors, and manages systems and solutions at all levels, including IT security.

Provides top tier support for help desk, network administration, and server administration functions.

KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of the principles uses in analyzing, evaluating, modifying, installing, maintaining, expanding, networking, and testing information systems and technology.

Knowledge of the information technology needs of the county government and its departments.

Knowledge of budget management principles and practices.

Knowledge of personnel management principles and practices.

Knowledge contract management principles.

Knowledge of information security and assurance principles.

Skill in developing and implement IT strategies to meet the need of a complex organization.

SUPERVISORY CONTROLS

The County Administrator assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include HIPAA, PCI-DSS, GBI CJIS guidelines, the NIST Cyber Security Framework 1.1, the CIA Triad, and department and county policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

COMPLEXITY/SCOPE OF WORK

The work consists of varied management, supervisory, and technical duties. The diverse operations and IT needs of the county government contribute to the complexity of the position.

The purpose of this position is to direct the operations of the Information Technology Department. Successful performance contributes to the efficiency and effectiveness of all county operations.

Contacts are typically with coworkers, department heads, elected and appointed officials, vendors, contractors, workers from other government agencies, and the general public.

Contacts are typically to exchange information, resolve problems, motivate persons, justify or negotiate matters, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Systems Administrator, Network Administrator, Junior Network Administrator, and AV/IT Helpdesk Technician.

MINIMUM QUALIFICATIONS

Bachelor's degree in public or information technology, information security, business administration, business management, or related field preferred, but not required.

Five years of experience in information technology of a similar size and complexity to Camden County or any equivalent combination of education, training, and experience which provide the requisite knowledge, skill, and ability to perform the essential functions of the job.

CISSP certification and either a CGCIO or LGCIO certification.

Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia.
