With extensive experience in both the U.S. and overseas, NDI is capable of operating in a range of environments, from permissive and semi-permissive to austere coastal and littoral.The Principal Program Analyst provides complex master schedule, cost management, and program controls to their assigned projects. This role assists Program Managers, engineers, and cross-functional teams in achieving success for existing and future programs, and reports to the Senior Manager, Program Finance.Duties and ResponsibilitiesPlanning and SchedulingDevelops and maintains program Integrated Master Schedules (IMS) using Microsoft Project (covering both resource loaded and non-resource loaded); integrates into earned value cost tools (e.g. EVMS forProject) to ensure costs and timing align with the project's requirements and objectives.Develops and supports MIL-STD 881 compliant Work Breakdown Structures (WBS); provides critical path analysis.Generates monthly Schedule Performance Dataset (SPD) and Integrated Program Management Data Analysis Report Contract Data Requirements List (IPMDAR CDRL) in accordance with customer due dates.Performs Schedule Risk Analysis (SRA) and supports implementation and communication of mitigation plans.Implements scheduling best practices.Maintains monthly business rhythm and cadence to monitor program performance and provide status updates to stakeholders.Financial Analysis, Earned Value Management System (EVMS) & ReportingPerforms detailed financial analysis to monitor program performance, identifies cost and schedule variances, tracks program funding; prepares weekly and monthly reports and recommends corrective actions.Supports the development and implementation of Earned Value Management System (EVMS) processes, procedures, methodologies, and standard industry practices; manages fully surveilled EVMS programs.Supports preparation and delivery of forward-looking financial (Bookings, Sales, Profit, and Cash) and program performance reports to management, highlighting key metrics, trends, risks and opportunities, areas of concern, and potential challenges.Controls & Compliance Risk ManagementEstablishes and maintains internal cost and schedule controls and procedures to ensure accurate financial reporting and compliance within Earned Value Management System.Ensures compliance with industry standard financial regulations and policies.Identifies and assesses schedule and cost program risks and ensures mitigation plans are captured within the IMS; supports development of mitigation strategies and monitors progress to minimize impacts on program outcomes.Process ImprovementContinually evaluates existing processes and proposes improvements to enhance efficiency, accuracy, and overall program and business performance.Collaboration & CommunicationCommunicates and collaborates effectively with cross-functional teams, including program managers, program finance/controls, multi-disciplined engineering, contracts/subcontract managers, government compliance, and procurement managers to gather data and insights for schedule and financial analysis reporting.RequirementsUnderstanding of program financial analysis and planning, cost control, and budget management.Strong understanding of EVMS Program Startup activities and requirements to establish and maintain Performance Measurement Baseline (PMB); experience executing externally reported earned value programs.Excellent analytical skills and attention to detail.Proficiency in Microsoft Project as well as the ability to generate, decipher, and adjudicate DCMA 14-Point Inspections and other auditable metrics (DECM).Proficiency in Microsoft Excel and ability to develop ad hoc cost models.Exceptional communication abilities and the ability to work collaboratively in a team-oriented environment.Demonstrated ability to work under deadlines.Preferred CapabilitiesExperience in EVMS forProject, Sage, Microsoft Business Central, Clockify, SmartSheets.In-depth knowledge of the Earned Value Management System Interpretation Guide (EVMSIG) and Earned Value Management Systems EIA-748-D Intent Guide.PMP Certificate.Work Experience & EducationBachelor's degree in Finance, Accounting, Business Administration, or related field.Minimum of eight (8) years of progressive experience in program master scheduling and best practices, EVMS implementation, process development, and cost controls.Please note this position is contingent upon contract award – we are currently recruiting and interviewing candidates and expect to extend a contingent offer to a qualified applicant.
