DIRECTOR OF PLANNING & BUILDING

General Summary:

Under the general direction of the City Manager, the Director of Planning & Building manages and directs the planning, development, zoning, and building inspection and property maintenance inspection activities of the City of Albion. Coordinates, directs, and performs zoning administration related to planning, economic development, zoning, property maintenance, and building codes. Municipal experience is preferred. A Bachelor’s degree in public administration, planning, community development, business management, or related field preferred. Five years related experience working in the planning, economic development, construction trade or building inspection, along with some formal training in the construction process is preferred. Essential Job Functions:

Collaborates with local, county, regional, and state officials, organizations, boards, and commissions on the City's short—and long-range planning, development, and redevelopment needs.

Manages operations, employees, interns, and volunteers of the Planning & Building Department.

Works to integrate economic resources, community resources, building code enforcement, and land use into a viable program to improve the community's economic climate.

Receives, investigates, and documents complaints related to non-compliance with city development, nuisance abatement, property maintenance, vehicle storage, impacting zoning, and development and building ordinances.

Receives, reviews, and recommends site plans in a timely manner. Advises developers and the City Manager of requirements to ensure conformity to state/local statutes and regulations. Provides alternative development approaches for projects when needed.

Reviews and researches planning proposals for re-zoning and special use approvals. Conducts field inspections and applicant interviews. Prepares recommendation reports for review by the City Manager, Planning Commission, and Zoning Board of Appeals. Presents Planning Commission recommendations to the City Council.

Reviews development plans and coordinates findings with the City Manager and other City Departments. Evaluates the development plan’s impact on the Comprehensive Master Plan and other policy issues. Prepares reports for inclusion in agenda packets and presents recommendations to the Planning Commission, Zoning Board of Appeals, and City Council for consideration.

Reviews license applications under the purview of this department for compliance with ordinances and regulations. Makes a recommendation to the City Manager regarding approval or denial.

Establishes and manages a Rental Registration and Certification Program.

Follows through on enforcement actions as necessary, including gathering evidence and other needed documentation.

Conducts routine property maintenance inspections and/or as tenants and property owners request.

Receives and forwards construction trades permit applications.

Coordinates efforts with the public safety/fire inspector, building inspector, trade inspector, and other applicable city departments to ensure uniform enforcement.

Performs periodic and systematic surveys of code violations.

Responsible for issuing violations as they relate to code compliance.

Ensures that dangerous buildings are properly boarded and made secure.

Coordinates with contractors for the abatement of code violations.

Coordinates billing and payment of contractors for administration and abatement fees associated with code compliance.

Continuously reviews and provides recommendations to the City Manager on improvements to zoning and codes and on streamlining administrative processes.

Prepares, recommends, and presents the annual budget to the City Manager and City Council, providing updates as requested.

Provides administrative review and oversight of the Planning & Building budget. Accountable for maintaining expenditures within budgeting amounts, as approved by the City Council and/or as authorized by the City Manager. Provides the City Manager with monthly reports on budget and actual expenditures.

Prepares quarterly reports on the progress of code enforcement efforts to the City Manager.

Acts as liaison between the City, developers, property owners, real estate agents, architects, engineers, private contractors, citizens, other governmental agencies, and municipal professionals regarding planning, zoning, and code-related issues.

Provides staff support for the Planning Commission, Zoning Board of Appeals, special boards/commissions, and civic organizations to facilitate the preparation, implementation, and reporting of measurable results relative to the Comprehensive Plan, Recreation Master Plan, and development-related activities.

Testifies before the city council, city boards, commissions, and courts of law as needed.

Works to inform the public of code requirements through personal visits and speaking before groups.

Prepares written communications for property owners, managers, and residents to maintain health, safety, and appearance standards.

Keeps abreast of changing regulations, codes, and policies through continued education and training. Attends training conferences, workshops, webinars, and seminars as appropriate and within budgetary constraints.

Establishes cooperative working relationships with officials, co-workers, the public, peer agencies, and other governmental entities.

Reviews and recommends to the City Manager the city’s community development, economic development, brownfield redevelopment, and downtown development programs/projects.

Data entry of planning, zoning, code enforcement, and building inspection data.

Ensures that zoning, code, and ordinance information on Municode and the website are updated.

Coordinates the City's Geographic Information System (GIS) data.

Performs related duties as required and/or assigned by the City Manager.

Required Knowledge, Skills, Abilities, and Minimum Qualifications:

Graduation from an accredited college or university with a bachelor’s degree in public administration, planning, community development, business management, or a related field is preferred.

Minimum education requirements include a high school diploma or GED.

At least five (5) years of related experience working in planning, economic development, construction trade, or building inspection, along with some formal training in the construction process, is preferred.

Familiar with Geographic Information Systems (GIS).

Possession of or the ability to obtain a State-issued contractor’s license is desirable.

Possession of or the ability to obtain ICC international property maintenance & housing inspector certification or a similarly recognized certification.

Knowledge of principles and procedures of professional planning, economic development, brownfield redevelopment, and related internal compliance.

Knowledge of federal and state community and economic development laws and related internal compliance data.

Must have working knowledge of computers and be proficient with office-related software/programs.

Ability to work with considerable initiative and independence to meet the objectives of the position and the department.

Must be familiar with report writing and filing systems.

Must possess a current Michigan driver’s license.

Must be willing to learn City ordinances/State construction codes related to code compliance/property maintenance.

Must be able to remain calm and in control during conflict.

Must be willing to communicate with the citizens of the community.

Ability to effectively communicate and present ideas and concepts orally and in writing.

Ability to establish effective working relationships and use good judgment, initiative, and resourcefulness when dealing with the public, elected officials, community leaders, and other employees.
