Harkcon is looking for a Project Manager to support, develop, and enhance OWP project management capabilities in support of the NWS water mission including all aspects of project management best practices and in accordance with OWP processes and procedures. The National Oceanic and Atmospheric Administration's (NOAA) National Weather Service (NWS) The Office of Water Prediction (OWP) is an organization dedicated to collaboratively researching, developing, and delivering state-of-the-science national hydrologic analyses, forecast information, data, decision-support services, and guidance to support and inform essential emergency services and water management decisions.Key Responsibilities:Serve as a Project Manager for OWP project(s) in accordance with project management best practices.Develop and execute project plans, manage project scope, assess and address potential risks, track resource usage, report regularly on project statusAssist the Business Analyst (BA) with requirements gathering.Assist with the generation of Project Documentation (e.g. Project Charters, Project Progress Reporting and Capstone Presentations and Dashboards).Assist with the generation of PMO process documentation (e.g., Project Management Manual, Project Documentation templates).Assist with the closure of projects. Project closure will be per OWP SOPs, which includes presenting a capstone presentation to the OWP Program Management Council (PMC).Required Skills /Education/ Certifications & Qualifications:MA/MS degree (or equivalent)8-10 years of project management experienceDemonstrates writing and oral communication skills, manages day-to-day activities of the teamDemonstrates proven skills in requirements gathering, quality control, project management best practicesOrganizes, directs, and coordinates the planning and production of all activities associated with assigned delivery order projectsExperience with Google Suite including SmartsheetPMP desired, not required
