Overview

Program Analyst (Financial) Journeyman

Bowhead is actively recruiting for a Program Analyst Journeyman who has Department of Navy (DON) funding expertise in different types of appropriations and spend plan management to directly support PMA-263 Small Tactical Unmanned Aircraft Systems (UAS) Program Office specifically the Intelligence, Surveillance, and Recognizance (ISR) IPT at NAS Patuxent River.

Responsibilities

Tasking includes but is not limited to:

Maintain, consolidate, and organize, databases of budgetary status information based on information provided through Navy Enterprise Resources Program (N-ERP), Common Spend Plan Tool (CSPT) and the Program Budget Information System (PBIS).

Provide support for budget development, execution tracking and the generation and tracking of financial documents using various Navy and DoD electronic data systems such as N-ERP, PBIS, CSPT, SharePoint, and IDE.

Assist in coordination, entry, and updates to Spend Plan Identification (SPID) information for IPT Leads into the Common Spend Plan Tool (CSPT)

Schedules, coordinates and facilitates weekly Integrated Product Team (IPT) meetings.

Updates and post information on the Program Office SharePoint site.

Assist Integrated Product Team (IPT) lead in developing and updating program PowerPoint slides.

Tracks program/project status and schedules.

Track program financial documents through the routing and approval process.

Perform budget execution including tracking status of obligations and expenditures in detail by year, appropriation, and program for financial reconciliation for all funds. Develop and/or update spreadsheets and financial status briefs and presentations.

Participate in financial reviews. Prepare monthly and quarterly reports, financial charts, and inputs for briefings in support of mid-year reviews, budget execution reviews, spend plan reviews, and other decision support products for the IPT Lead.

All other duties as assigned.

Qualifications

BS/BA* with 3 to 10 years relevant experience with DONfunding experience to include different appropriation types and Spend Plan Management required

PMT and CSPT experience is preferred.

Intermediate level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint. SharePoint and Microsoft TEAMS preferred. Flank Speed and NVD a plus.

Must be detailed oriented, organized, a quick learner and have the ability to communicate effectively with all in the workforce.

Physical Demands:

Must be able to lift up to 25 pounds

Must be able to stand and walk for prolonged amounts of time

Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
