Job Summary

This position is located in the Department of Human Services (DHS), within the Office of General Counsel. The incumbent in this role is responsible for providing legal support services which facilitate the work of the legal staff of the assigned office. Conducts extensive and thorough legal research and analyses of legislative history and precedent cases, decisions, and opinions that may be applicable to particular legal matters.

The General Counsel division advises the Agency leadership on all legal matters, reviews contracts for legal sufficiency, quality assurance and compliance, solves legal and procurement issues, and responds to FOIA requests. The Office of General Counsel works closely with the Director and Administrators to address the wide array of legal needs of the programs, providing legal advice and when appropriate programmatic guidance to assist the Agency with the implementation of its various groundbreaking, complex, and politically sensitive initiatives.

Duties And Responsibilities

Performs extensive legal research, including search and review of statutes, regulations, legislative history, case law and other legal authorities on points of law applicable to particular legal matters. Reviews, analyzes, and organizes facts and evidence; conducts legal analysis; applies relevant law; conducts fact finding; draws legal conclusions; and prepares clear, effective and precise written presentations. Analyzes and evaluates the relevance of particular technical evidence or questions which arise in the conduct of specialized programs. Investigates and becomes thoroughly familiar with subject matter details involved in a case or legal matter. Determines the specific data needed, and best approach to obtain this data or to determine the relevance or sufficiency of available legal, technical or other related data.

Reviews case filings, pleadings, testimony, exhibits, hearing records and briefs of counsel. Drafts detailed case summaries and analyses for lawsuits against the Agency, assists with notifying the Agency of litigation hold requirements and responds to discovery requests. Establishes and maintains an effective system to monitor and track litigation, and case filings, subpoena requests, and the legal transactions in the Agency’s MGM tracking system, ensuring compliance with all relevant deadlines. Receives and reviews subpoenas and court filings, assesses compliance with applicable DC Court Rules of Civil Procedure to determine the validity of services, and contributes to producing requested documents.

Qualifications And Education

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses and Certifications

Incumbents must possess a valid driver’s license.

Working Conditions/Environment

The majority of the work is performed in an office which is adequately heated, lighted, and ventilated.
