Job SummaryThis position is located in the Investigations Unit (IU) within the District of Columbia, Office of the Inspector General (OIG), an organization responsible for promoting the economy and preventing/detecting corruption, fraud, waste, abuse, and mismanagement.The Criminal Investigator (CI) is responsible for planning, conducting, and/or managing difficult and sensitive criminal investigations of federal and District of Columbia laws and regulations that are high-impact/risk/priority in nature involving corruption, fraud, waste, abuse, and mismanagement/misuse of government resources. The results of those investigations aid responsible officials in making or invoking criminal, civil and/or administrative actions, judgments (decisions), sanctions, or penalties.Duties And ResponsibilitiesThe Senior CI's primary duties are to conduct investigations into complex and sensitive criminal cases. Provides leadership, direction, guidance, and assistance to investigative staff at all levels in initiating and conducting highly-effective reactive or proactive investigations; appropriately identifies and ensures effective and efficient use of all investigative staff and resources in conducting a successful investigation. Advises staff on the use of data collection tools and methods to identify, collect, analyze, and interpret data in support of work/mission requirements.Independently determines the depth and scope of the investigation, coordinates the use of other investigative staff and resources during the course of the investigation, including other investigators, auditors, and technical personnel, and reviews their work products while evaluating the quality, accuracy, and relevance of investigative information to formulate findings and recommendations to IU and OIG management in a timely and objective manner.Develops and/or oversees the completion of investigative "milestones" relevant to the conduct of individual work assignments as well as the work assignment of other investigative staff on the team. Applies advanced techniques to differentiate between relevant and irrelevant information provided by junior investigators in order to make sound (supportable) conclusions.Qualifications And EducationThe duties of positions in this series require moderate to arduous physical exertion involving walking, standing, and running, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Because the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess.Applicants must have at least one (1) year of specialized experience equivalent to the CS-12 grade level, or its non-District equivalent. Examples of specialized experience include: experience in planning, organizing, prioritizing, and conducting sensitive or complex criminal investigations; experience with District and federal judicial processes, criminal statutes, rules of evidence, precedent court decisions, legal aspects of criminal investigations, criminal investigative techniques, elicitation and questioning techniques, and questioned documents; experience in communicating in writing, including composing complex investigative reports.This position prefers incumbent be a graduate of a 4-year accredited college or university.Work EnvironmentThe work is performed in a fast-paced environment with constantly changing priorities; an office setting with adequate lighting, heating, and ventilation. However, duties may require frequent visits to areas with high crime rates to conduct interviews of suspects and surveillance operations, which may include exposure to extreme weather conditions outside in the elements (i.e., rain, heat, cold, etc.). CI is required to carry a firearm.Other Significant FactsPromotion Potential: No known promotionDuration of Appointment: Career Service AppointmentPay Plan, Series and Grade: CS-1811-13Salary range: $93,069 - $119,916This position is not represented by a collective bargaining unit.The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Safety Sensitive.This position requires the CI incumbent to successfully qualify with the use of a firearm within 90 days of appointment and maintain all established requirements for carrying and using firearms, and following use of force guidelines in accordance with investigative policies and procedures. Firearms qualification is mandatory as part of assigned duties.This position requires the CI to frequently handle multiple subjects simultaneously in a fast-paced, time-sensitive environment with frequently changing priorities.This position does not provide federal law enforcement retirement and/or Law Enforcement Availability Pay (LEAP).Submission of a resume alone is NOT a complete application.
