Electronic Records Management Business Analyst III

Position Overview:

We are seeking a highly experienced Electronic Records Management (ERM) Business Analyst III to provide specialized knowledge and guidance to the Administration for Children and Families (ACF). The Business Analyst III will be responsible for leading the design, implementation, and optimization of electronic records management programs that ensure compliance with federal regulations and best practices. This role requires a deep understanding of federal records management policies, electronic records lifecycle management, and emerging technologies in the field.Work will be performed remote three days a week, and on site at the office in Washington, DC two days a week.

Security Clearance:

Must possess or be able to obtain a federal public trust clearance

Principal Duties and Responsibilities:

Strategic Planning and Advisory:

Provide expert advice and strategic guidance to ACF on the development and implementation of electronic records management (ERM) programs.Analyze and evaluate existing records management processes, identifying areas for improvement and recommending solutions that enhance efficiency, compliance, and security.Lead the development of long-term ERM strategies that align with agency goals, federal regulations, and emerging best practices.

Program Design and Implementation:

Oversee the design and implementation of comprehensive ERM systems, ensuring they meet federal requirements, including NARA guidelines, the Federal Records Act, and other relevant legislation.Collaborate with cross-functional teams to integrate ERM solutions with existing information management systems and workflows.Ensure that electronic records management programs are scalable, sustainable, and capable of adapting to future technological advancements and regulatory changes.

Policy Development and Compliance:

Lead the development of policies, procedures, and guidelines for the management of electronic records across their lifecycle, from creation to disposition.Ensure that ERM practices are fully compliant with federal regulations, including records retention schedules, disposition authorities, and data privacy requirements.Develop and maintain comprehensive documentation to support ERM policies and procedures, including training materials, compliance reports, and audit trails.

Technology Evaluation and Integration:

Provide subject matter expertise in the evaluation, selection, and implementation of Electronic Records Management software, tools, and technologies.Assess the impact of emerging technologies, such as cloud computing, artificial intelligence, and blockchain, on ERM practices and recommend appropriate adoption strategies.Collaborate with IT teams to ensure seamless integration of ERM systems with other digital platforms, ensuring data integrity and accessibility.

Training and Capacity Building:

Develop and deliver advanced training programs for federal employees and records management personnel on ERM best practices, policies, and technologies.Mentor and provide ongoing support to records management staff, ensuring they have the knowledge and skills needed to manage electronic records effectively.Lead workshops, seminars, and other knowledge-sharing initiatives to promote a culture of records management excellence within the agency.

Audit and Risk Management:

Lead internal audits of electronic records management practices, identifying risks, gaps, and areas for improvement.

Provide expert guidance during external audits and inspections, ensuring that electronic records management practices are fully compliant and auditable.Develop and implement risk mitigation strategies to address potential vulnerabilities in ERM processes, including data breaches, loss of records, and non-compliance.

Stakeholder Engagement:

Serve as the primary point of contact for federal agency leadership, providing regular updates on the status of ERM programs and initiatives.Represent the agency in interagency working groups, industry conferences, and other forums related to electronic records management.Collaborate with federal stakeholders, including NARA, OMB, and other regulatory bodies, to stay informed of changes in federal records management policies and ensure agency alignment.

Required Qualifications:

Education:

Bachelor’s degree in Information Management, Library Science, Computer Science, or a related field. Master’s degree preferred.Advanced certifications in records management, such as Certified Records Manager (CRM), Certified Information Professional (CIP), or equivalent preferred.

Experience:

Minimum of 10 years of experience in records management,

with at least 5 years focused on electronic records management in a federal environment.Extensive experience with federal records management regulations, including NARA guidelines and the Federal Records Act.Proven track record of successfully implementing large-scale ERM programs in complex, multi-stakeholder environments.

Skills:

Expert-level knowledge of electronic records management systems (ERMS) and related technologies.Strong analytical and problem-solving skills, with the ability to develop innovative solutions to complex records management challenges.Excellent leadership, communication, and interpersonal skills, with the ability to influence and engage stakeholders at all levels.In-depth understanding of data governance, digital preservation, and information security principles as they relate to electronic records.

Preferred Qualifications:

Experience working directly with federal agencies such as NARA, OMB, or similar organizations.Expertise in emerging technologies related to electronic records management, including cloud-based solutions, AI, and blockchain.Experience with project management methodologies, such as Agile or Lean, in the context of records management.
