The HR Director is responsible for overall management of Human Resources practices, systems and policies for the City of Madison and providing consultation, and often resolution, to Mayor, City Council, managers, supervisors and employees. Human Resource systems include employment practices (including electronic application systems), Human Resource Information Systems (HRIS), compensation and benefit systems, employment related training programs, and employee relation issues (including Equal Employment Opportunity, Affirmative Action, employment law compliance, policy management, misconduct investigations, discipline, and resolutions).Manages department, including personnel actions, leave, pay, appraisal, budgeting and procurement, and other day-to-day activities.Researches and prepares documents and updates, ordinances, resolutions, and other documents for disposition by the HR Committee, City Council, and other official bodies.Advises elected and appointed officials, managers, and employees on HR matters.Develops and maintains city-wide policies and procedures for all city employees, ensuring legal compliance.Manages compensation system and advises managers and officials (including legally compliant job descriptions, classification plans and pay plans, and Fair Labor Standards Act /FLSA compliance for different pay classifications, including differences for emergency service employees).Manages Human Resource records for management and legal purposes (from I-9s to Child Labor Permits, FMLA records, personnel files, etc.).Conducts investigations of potential EEO-related employee misconduct according to policies and legal requirements.Serves as EEO and Affirmative Action Officer for the city, overseeing all related activities.Responsible for required EEO Plan submission and EEO-4 reports to EEOC, and communicating resulting goals.Manages the employment hearing and grievance procedures and all required notices and communications.Manages employment, recruiting and hiring practices to balance legal requirements with efficiency and qualification needs of the city.Responsible for the City’s Electronic Application systems and procedures.Advises managers, supervisors and employees in employment practices and requirements.Manages and/or develops performance management systems and management and EEO training programs for the city.Responsible for benefit programs and worker’s compensation for the city.Responsible for drug testing and ADA and Employee Assistance (EAP) programs for the city.Responsible for successful filing of State Ethics forms and requirements.Responsible for the city’s management of State Employment Claims.Responsible for city HR representation in lawsuits and agency investigations.Job Conditions:Normal office working conditions.Job requires planned and unplanned long hours at times, and occasional weekend work.Must attend some evening meetings.Must have 4-year degree in Human Resources, Business, Communications, or related field.Certification in Human Resources highly preferred.Continuing education required, Master’s degree preferred.Seven (7) years HR experience in at least two major discipline areas required, with one being EEO and legal compliance of HR practices.Supervisory Experience.Public sector experience is a plus.Technical/Professional:Knowledge of employment law and practical application.Knowledge of, or ability to quickly learn, laws and practices unique to public sector employment.Knowledge of, or ability to quickly learn, Retirement Systems of Alabama, medical insurance plans and costing, workers’ compensation, and public compensation practices.Strong background in recruiting, screening and hiring processes.Strong background and understanding of EEO and AA requirements.Ability to exercise extreme discretion and judgment in dealing with employee personal matters.Strong written and oral communication skills and presentation skills.Strong team and leadership skills.Background in training design and delivery preferred.Experience with electronic applications procedures, data and tools desired.Experience with Human Resources Information Systems desired.Data collection and tracking, and simple statistics and business analytics experience desired.Managerial:Skill at hiring, training, appraising, counseling, disciplining, separating personnel.Skill at staff motivation.Skill at gathering and evaluating input for decision-making.Adept and diplomatic at managing relationships between subordinates and others.Ability to manage scheduling, timekeeping, payroll functions at departmental level.Skill with budgeting and budget enforcement and reporting.Strong research, project management, planning and prioritization skills.Physical Capabilities:Ability to communicate verbally and orally with public.Ability to work on computer for long periods of time.Ability to sit in meetings for long periods of time.Ability to travel (drive with valid license) for various meetings.Stamina to work long hours (up to 12-14 hours per day) at times.Ability to handle stressful and emotional situations.
