To learn more about our Parks, Recreation and Facilities Department, click here.About the Position:This is a highly skilled professional level position that oversees Parks, Recreation and Facilities capital projects, from scope development through construction completion. Typical projects include, but are not limited to the renovation, expansion or creation of: playgrounds, aquatic facilities, athletic fields, irrigation and drainage systems, historical preservation projects, athletic courts, plazas, sidewalks, monuments, parking lots, restroom facilities, trails, street trees, parks, community gardens and wayfinding signage systems. The Project Manager may also contribute to projects being managed by other Department personnel ensuring well-coordinated outcomes on projects that involve multiple departments or require close collaboration.The project manager supports the Director of the Parks Division in identifying and evaluating capital improvement projects for the Parks, Recreation and Facilities’ 10 year CIP plan. The project manager routinely prepares cost estimates for grant applications and CIP funding requests. From initial appropriation to final payment, the project manager also actively monitors project budgets. The project manager prepares the necessary bid documents, reviews contract documents, reviews bids to assure qualified bidders, and attends all pre-bid and pre-construction meetings. Throughout construction, the Project Manager monitors progress on job sites and ensures that work is performed in a timely, cost effective and professional manner. The work involves a balanced blend of projects at the planning, design, and construction phases so it offers many opportunities to be on-site in parks, observing how they are built and how they are ultimately used once completed.• This position allows for a hybrid schedule, up to 2 work from home days weekly.• Hours are typically 37.5/week, Monday - Friday, 8:30am - 4:30pm.• Ability to work a flexible schedule that may include working long hours, evenings and weekends may be needed for certain projects.Requirements:• Bachelor’s degree in management, landscape architecture, civil engineering or a related field and 3 years of project management experience or a combination of experience and training that provides the necessary knowledge, skills and abilities required of this position• Broad working knowledge of Parks, Recreation and Facilities management, including playgrounds, trails, athletic facilities, plumbing and electrical systems, fencing, park roads and sidewalks.• Working knowledge of applicable zoning and building code as they pertain to parks and facilities projects.• Extensive knowledge of local, state and federal safety rules and regulations such as ADA and MUTCD.• Ability to develop and maintain cooperative working relationships with staff, contractors, City employees, Friends Groups, Boards and Commissions.• Must possess a valid Class C driver’s license in good standing.• Ability to work a flexible schedule that may include working long hours, evenings and weekends.• Excellent organizational and communications skills.• Ability to read and review design and construction plans.• Experience in developing accurate capital project cost estimates.Training and Experience Desired:• Registration or licensure as a Professional Engineer (PE) or Landscape Architect in the State of Maine.• CPSI (Certified Playground Safety Inspector).• Understanding of grading, drainage, and best practices for health, safety, and welfare of general public through design.• Grant writing or grant development support experience.Applications accepted until filledOffers of employment are contingent upon the completion of a satisfactory criminal background check.Salary & Benefits:This is a union position, Pro-tech - Grade 9 - Annual Salary range of $68,211.00 - $86,404.76 depending on experience. Potential for a 6% differential to be paid upon presentation of a State of Maine Licensure as a Landscape Architect or upon registration in the State of Maine as a Professional Engineer (PE).
