GovCIO is currently hiring for a Senior Program Manager to manage a large, dynamic team supporting the Department of Veterans Affairs. This position will be fully remote within the United States. Core hours 8:00am EST to 5:00pm EST.ResponsibilitiesLead a large team and serve as a trusted advisor to a key client at the Department of Veterans Affairs (VA) Office of Information Technology (OIT).Assist stakeholders and partners across VA OI&T with developing processes, managing, and improving the response posture to system events impacting end users and Veterans.Manage a large task order team (40+ individuals), including direct supervision of staff, task leads, resource allocation, risk management, and client relationship management.Oversee day-to-day program management as required by our customer and ensure all work performed and deliverables submitted meet their requirement for content, quality, and timeliness.Help align program team with the client’s vision for elevated offerings, executing the strategic plan, OCM, and promoting OTG’s brand within OIT.Collaborate with senior leadership to determine and establish strategies and objectives within specified areas.Champion the use of performance measures, key performance indicators, data, and analytics to inform and guide business decisions.Manage T&M LOE alongside financial team, monitor burn rate and travel funding.Facilitate strategy and check-in meetings with clients to solicit feedback, identify focus areas for enhancement or improvement, and ensure the client message and vision gets communicated to the whole team.Conduct quality assurance monitoring and deliverable reviews to help ensure conformance to defined project requirements.Coordinate with Team Leads, GovCIO leadership, and corporate operations teams (e.g., finance and project controls, recruiting) to facilitate task delivery.Strong understanding of Agile methodologies and project management practices, with the ability to drive projects to successful completion.Build and foster relationships with federal partners and internal team members.Remain up to date on industry trends and innovative ways to deliver solutions.QualificationsRequired Skills and ExperienceMaster's degree plus 5 years of experience or Bachelor's degree and 15 years total experience (or commensurate experience).12+ years of experience with federal government program and project management.Experience supporting large government agencies or organizations, Department of Veterans Affairs experience highly preferred.Consistently ensure business is always conducted with integrity and that behavior aligns with GovCIO policies, procedures, and core competencies.Excellent problem-solving skills and a proactive approach towards identifying and resolving complex technical challenges.An effective communicator skilled in conflict resolution - exceptional soft skills are essential.Familiarity with site reliability engineering, incident management, data analytics, as well as experience leading and managing cross-functional teams.Solid understanding of data and analytics.Experience managing and directing large, multi-disciplinary programs with various workstreams/projects.Expert communication (both written and spoken).Demonstrated ability to drive technical innovation.Experience managing T&M programs.Preferred Experience:Experience managing SRE teams.Clearance Required:

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.Posted Salary Range:
