SUMMARY:

The Public Works and Infrastructure Director is responsible for all aspects of Public Works and Infrastructure services, including facilities and grounds services, housing services, utilities, roads, and infrastructure. The following existing departments fall under the authority of Public Works and Infrastructure: Housing, Public Works, Water/Wastewater (Utilities). Oversight and accountability include quality assurance, staff supervision and development, active monitoring, fiscal accountability, and comprehensive planning, organizing, scheduling, directing, and coordinating all activities of the departments. The Director is expected to perform all duties necessary to meet the goals and objectives of applicable programs.

DUTIES AND RESPONSIBILITIES:

The following duties are not meant to be all inclusive and may be adjusted to meet business needs.

Advance strategic goals and objectives through departmental initiatives in alignment with PIIC’s Vision, Mission, and Values.

Develop and coordinate staff development programs and management training; implement a workforce development plan that meets division needs.

Oversee and manage existing Housing, Public Works, and Water/Wastewater (Utilities) Departments.

Responsible for oversight and management of the construction and repair of Tribal roads, sidewalks, rights-of-way, and equipment.

Administrative responsibility in planning, design, construction, maintenance, and operation of utilities and Public Works facilities.

Assist with land utilization planning in coordination with the land planner and related project teams.

Evaluate and advise on the expansion and build-out of divisional programs based on community needs.

Oversee the development of strategic plans for programs/departments in collaboration with program management.

Monitor and review work of third-party contractors for project advancement and compliance.

Monitor grant reporting and ensure compliance with grantor agencies requirements.

Oversee budget and management of division resources; provide input for departmental and division budgets.

Organize communication between Public Works and Infrastructure and internal Tribal departments or external entities.

Work closely with Finance for asset management inventory, acquisition, and control.

Monitor work of architectural and engineering consultants engaged in project design and construction.

Assist staff in solving difficult or unusual problems arising in projects.

Supervise and assist in the development and implementation of policies and procedures.

Responsible for carrying out goals and objectives as outlined in contracts and/or grants.

Manage division including supervision, training, performance evaluations, and disciplinary procedures.

Coordinate with vendors for procuring equipment and supplies for Public Works and Infrastructure services.

Perform other duties as assigned by the Tribal Administrator.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in a public works related field such as engineering, natural resources, or public administration; or equivalent experience.

Ten (10) years of increasingly responsible experience in public works management and administration.

Ability to maintain strict standards of confidentiality.

Excellent written and verbal communication skills, including public presentations.

Strong computer skills, particularly in Microsoft Office (Word, Excel, Outlook).

Ability to manage division budget and control labor expenses.

Ability to interpret complex civil engineering documents, including regulatory and bid contracts.

Ability to work independently and effectively with minimal supervision.

Ability to manage employees and maintain a cohesive working environment.

Sensitive to Native American Culture.

Pass drug screen (UA) and criminal background check.

Valid driver’s license and proof of insurability.

Preferred:

Certifications in water quality and wastewater management and safety.

Working knowledge of IHS and other standards.

PHYSICAL DEMANDS:

Position requires repetitive use of fingers, hands, and wrists in job-related duties.

Must be able to sit for long periods with occasional standing or walking.

Must have the ability to lift and carry up to 25 pounds.

REQUIRED TRAINING:

Harassment training.

Any position-related training as determined by the Tribal Administrator.

WORKING ENVIRONMENT:

Work is performed primarily in an office setting, with occasional outdoor activities.
