SCOPE OF WORK

The Vice President of Instruction and Workforce Development is responsible to provide administrative leadership and management of instructional/academic programs, workforce development functions, and related departments in alignment with the College’s mission, vision, and strategic initiatives. Reporting to the President, this position serves as the Chief Academic & Workforce Officer for NWIC, with responsibility for leading and guiding academic and workforce development programs, services, and activities, and overseeing curriculum and program development. This position works collaboratively toward the achievement of the goals and initiatives of instructional and workforce development departments and fosters a supportive environment for faculty and staff in service of students and campus community, including extended campus sites and virtual learners.

ESSENTIAL DUTIES AND FUNCTIONS:

Leadership and Administrative Responsibilities:

As a member of the Executive and Administrative Teams, this position directly contributes to budgetary and resource allocation matters to advance the College mission and strategic plan.

This position oversees capacity building activities and continuous improvement efforts as they apply to academic programs of study, teaching and learning, and workforce development activities.

The Vice President will serve as a member of the accreditation steering committee and work in collaboration with the liaison and members to meet compliance requirements.

Build strong collaboration between the College's academic deans, department chairs, program directors, and related institutional teams and committees and staff.

Instructional/Academic Responsibilities:

Collaboratively lead the development, delivery and evaluation of high quality, culturally based instruction to ensure achievement of institutional priorities and mission objectives.

Provide leadership in the development of the institution's capacity in the expansion of degree programs, teaching and learning initiatives, and leveraging use of distance learning methodologies.

Work closely with academic leadership, faculty, and institutional effectiveness on college-wide assessment, including course, program, and institutional outcomes and program review.

Implement department and staff workplan goals in alignment with institutional strategic priorities and initiatives.

Supervise Deans and Directors including annual evaluations and development of workplans and performance goals.

Workforce Development Responsibilities:

Supervises Workforce Development Director and office staff associated with workforce development services leading to industry-recognized credentials and job placement.

Establishes plans for meeting tribal, local and regional workforce development programs and determines program budgets for implementation and operation.

Collaborates with instructional, workforce, and student services leadership to seek partnerships between workforce and degree-seeking programs.

Community Partnerships:

Provide leadership in addressing tribal and local workforce education needs and fostering the development of high quality partnerships with educational, community and business partners.

Enhance collaborative partnerships with K-12 partners and related organizations and agencies to support the College mission.

In collaboration with the president, serve as an institutional liaison with employers, agencies, and community organizations.

Other Responsibilities:

Ensure compliance with tribal, federal and state regulations and accreditation standards.

Lead or participate in institutional teams and committees.

Responsible for grants oversight and management, department budget development and management, and evaluation as assigned.

SUPERVISOR RESPONSIBILITIES:

Provide supervision and direction; conduct annual performance evaluations for the following:

Dean of Academics

Director of Workforce Development

Director of Coast Salish Institute

Administrative Assistant

MINIMUM QUALIFICATIONS:

Education: Master's Degree in Educational Leadership, Higher Education, or a related field is required, however, doctorate degree is desired.

Experience: A minimum of 8 years of administrative experience in academic administration within higher education and workforce, vocational, or technical education programs.

PREFERRED QUALIFICATIONS:

Minimum of 10 years of experience with executive level management skills in academic leadership, supervision, and grants management.

Must be able to provide experiences that have proved successful in working in American Indian environment.

Experience with federal, state or local workforce agencies and non-profit organizations focused on workforce development.

Experience teaching in a college is desired and/or experience in workforce or economic development is desired.

Additionally, knowledge of the Indian communities, especially in the Pacific Northwest is desired.

Must have excellent communication skills (verbal and written).

Must have excellent inter-personal/people skills to be able to work well and relate to others within a teamwork setting.

Strong knowledge of computer, spreadsheet, data collection, and presentation software are desired.
