The Contracting Officer-Sponsored Programs role will review, process, approve, negotiate, and administer assigned sponsored proposals and awards, which may include governmental, industry, non-U.S. and/or not-for-profit funding of grants, contracts, and other sponsored agreements and donations in the support of research. Provide services and guidance to faculty and research staff. Review, analyze, and interpret new awards terms and conditions.Responsibilities

Analyze solicitations

and review proposals to ensure proposals are complete and compliant with Institute policies, agency regulations, and solicitation requirements. Review and sign any required Institute Representations and Certifications.Identify proposal risks

and review mitigation strategies with management. Submit all assigned, approved, compliant proposals prior to deadlines.Review and interpret sponsored agreement language . Resolve contractual issues, negotiate contract changes, and execute agreements on behalf of the Institute's research corporations with an approved corporation officer.Provide Post award administration . Monitor administration of awarded sponsored projects and serve as contact for all business/contractual matters throughout the life cycle of sponsored program awards. Resolve issues brought forward by researchers and unit administrators. Prepare business correspondence and notices required by award terms.Maintain current working knowledge

of applicable federal regulations, state laws, Institute policies, and sponsor requirements.Advise faculty, project directors

and financial and administrative staff on proposal submission process, post award administration, regulatory compliance requirements and Institute policy, coordinating with other units supporting research.Perform other job-related duties

as assigned.Required Qualifications

Educational Requirements:

Bachelor's Degree or an equivalent combination of education and experience.Other Required Qualifications:

U.S. Citizen or Permanent Resident Card.Required Experience:

Six or more years of job-related experience.Preferred Qualifications

Additional Preferred Qualifications:

Preferred Certifications, Licenses or Permits: GT Research Administration Intermediate certification, Certified Research Administrator certification, Certified Research Administrator, Certified Associate Contract Manager, Certified Professional Contract Manager, Certified Pre-Award or Financial Administrator and/or State Bar of Georgia membership.Preferred Educational Qualifications:

Master's Degree/ JD or equivalent combination of education and experience.Preferred Experience:

Eight or more years of job-related experience. Application of required skills within a not-for-profit, educational, federal government contractor, or federal government organization. Experience negotiating contracts.Knowledge, Skills, & Abilities

Ability to organize and prioritize multiple objectives, exercise independent judgement, consistently meet deadlines, communicate complex contract requirements to others with only lay knowledge of the subject matter, work effectively and professionally with all levels of internal and external customers on complex issues and problems, proactively make decisions and produce practical solutions in challenging situations, work well independently and in a team environment; negotiate complex intellectual property clauses in research contracts; and provide coaching.KNOWLEDGE:

This job requires in-depth knowledge of sponsored contract and grant administration policies and regulations, which may include those specific to Federal Acquisition Regulations (FAR), 2 CFR 200, Bayh-Dole Act, and specific federal agency requirements.SKILLS:

Excellent customer service skills to address complex issues and problems effectively and professionally in a compliance-driven, high-pressure environment. Exemplary reading comprehension and logical reasoning skills. Excellent negotiation and communication skills, both verbal and written. Proactive decision-making and problem-solving skills to respond to high pressure situations.Other Information

This is not a supervisory position. This position does not have any financial responsibilities. This position will not be required to drive. This role is not considered a position of trust. This position does not require a purchasing card (P-Card). This position will not travel. This position does not require security clearance.Grade A11Anticipated annual salary $81,619.00 to $111,002.00Background Check
