WHAT IS THE TAX EXEMPT AND GOVERNMENT ENTITIES DIVISION?A description of the business units can be found at:Vacancies will be filled in the following specialty areas:Tax Exempt and Government Entities, Headquarters Shared Services, Communications & Liaison, Web/Multimedia Services and OperationsThe following are the duties of this position at the full working level:Recommends informational materials to assist TE/GE management in attaining program goals by enhancing customers', employee and stakeholder understanding of TE/GE programs. Uses a variety of approved methods and techniques in achieving communication goals including fact sheets, news releases, feature articles, personal appearances, exhibits, brochures, graphics presentations, and pamphlets, etc., in coordination with National Communications and Liaison organizations and standards and guidelines, as appropriate.Assists in the evaluation of information problems encountered in communicating TE/GE's program goals. Recommends specific information activities designed to meet these problems. Analyzes information needs in terms of internal and external customers and provides recommendations on program information problems for management consideration.Assists in the development of communication plans by considering such items as specific topics or aspects to emphasize, the most effective media to use in communicating with intended audiences, the kind of information needed, etc.Establishes and maintains effective working relationships with National Communications and Liaison, other Operating Divisions, specialized groups interested in TE/GE programs, and other internal and external stakeholders.This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.RequirementsMust be a U.S. Citizen or National and provide proof of U.S. Citizenship.QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must have at least one year of specialized experience equal to the GS-9 level in the Federal government including: Experience demonstrating accomplishment of public affairs assignments that required a wide range of knowledge of communication methods and techniques; establishing and maintaining effective working relationships with all media. Qualifying experience typically includes the following, or the equivalent: Developing and disseminating information materials to the general public or specialized target groups.OREDUCATION:

You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in a field of study such as: journalism, communications, advertising, marketing, public relations, etc. OR 3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as: journalism, communications, advertising, marketing, public relations, etc. OR LL.M., if related.ORCOMBINATION OF EXPERIENCE AND EDUCATION:

You may qualify by a combination of experience and education.SPECIALIZED EXPERIENCE:GS-12 LEVEL:

You must have at least one year of specialized experience equal to the GS-11 level in the Federal government including: Experience demonstrating accomplishment of designing, planning, and directing or advising on the public affairs program in an agency or organization that requires a wide range of knowledge of communication requirements and techniques pertinent to the position to be filled.SPECIALIZED EXPERIENCE:GS-13 LEVEL:

You must have at least one year of specialized experience equal to the GS-12 level in the Federal government including: Experience demonstrating accomplishment of developing and implementing a comprehensive public affairs program that involves public information, internal information, media relations, and community relations that required a wide range of knowledge of communication requirements and techniques pertinent to the position to be filled.EducationFor positions with an education requirement, or if you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected.A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.FOREIGN EDUCATION:
