JOBWest Virginia Northern Community College is seeking applicants for the position of Director of Facilities. This position is responsible for the physical plant operations and the maintenance of the three campuses including supervision of staff, facility needs, master plan, contracts, budgeting, internal project management, purchasing, building and grounds inspections, building and ground maintenance, safety, compliance, preventive maintenance and facility audits. This is an administrative role with hands-on assistance to the staff when needed. The primary function is to plan daily tasks for staff and provide the necessary tools and supplies for those tasks to be completed successfully. Light construction project management will be required on an infrequent basis. This position is based on the Wheeling campus with College-wide responsibilities.

EXAMPLE OF DUTIESResponsibilities include and are not limited to:Direct the acquisition of needed materials and services.Plan, organize and direct the activities of the Physical Plant Operations and Maintenance by prioritizing, assigning and following-up on job assignments for maintenance, janitorial and third party contractors.Assist department personnel in problem-solving and technical decision-making as needed on all assignments.Coordinate and order contracted maintenance and repair services as needed.Validate facility expenses and prepare for payment.Periodically inspect buildings, grounds, equipment and operating systems to determine cleanliness, maintenance and repair needs (e.g., vehicles, boilers, furniture, grounds etc.).Coordinate safety and training programs in cooperation with Safety Committee for the facilities.Work with Board of Risk Management (BRIM) on providing requested information, assists & participates in facilities audits.Act as liaison between the college and vendors and with the states central staff regarding facilities.Perform maintenance and custodial services in absence of or in assistance with maintenance and/or custodial personnel.Ensure compliance with regulatory obligations concerning health, safety, and building codes.Manage small projects, less than $50K, with internal staff and external contractors.Strategic Planning & ActionAssist in the development and coordination of the facilities master planning, updating when necessary. Suggest improved efficiencies in mechanical systems. Improve daily process and procedures to increase efficiencies and reduce cost. Prepare, monitor and manage the annual budget. Serve on committees and attend organizational meetings. Assess deferred maintenance needs. Attend to administrative matters including but not limited to supervision, providing assignments, training, approving leave requests, preparing and conducting annual performance evaluations, issuing and documenting discipline. Other duties as assigned.

SUPPLEMENTAL INFORMATIONSkills and AbilitiesProficient in English written and verbal communication skills.Effective interpersonal skills.Ability to effectively engage and supervise staff.Excellent collaboration and team building skills.Possesses strong technical aptitude.A good knowledge of industry standard/procedures/practices for safety and various trades such as heating, air conditioning, plumbing, electricity, carpentry, and other related trades.Experience in a regulated environment.Knowledge of all applicable building and safety codes (local, state and federal).Strong mechanical skills.Ability to operate hand and power tools and to demonstrate their proper use to subordinates.Licenses and CertificationsValid Driver's License Upon Hire.
