St. Louis County, Minnesota is seeking a highly qualified professional to serve as its Land and Minerals Director. The Director manages operations of the Land and Minerals Department and staff involved in State Tax Forfeited Trust Lands to provide an optimal combination of available resources for the sustained benefit of the people of St. Louis County and oversees the responsibilities of land commissioner.

This is achieved by establishing practical forestry, mineral, wetland and shore land resource management programs based on responsible stewardship and sustainability. The Land and Minerals Director also provides leadership in establishing the vision and standards for the Department, and guides development of programs, policies and strategies to accomplish Department objectives and enhance organizational effectiveness.

Given the significant budget pressures facing the public and private sectors, limited forest and non-renewable mineral resources, St. Louis County needs a strong leader; a collaborative, adaptable, forward-thinker who can continue efforts to further enhance its existing resource management programs, optimize the use of land inventory and maximize revenues generated from forestry, minerals and shore land resources. The County is seeking that person who can build upon established relationships with cities, towns and municipalities within St. Louis County with the use of tax forfeited lands who will work closely with the Minnesota Department of Natural Resources and other business partners related to mining, mineral leases and projects in the region.

STAFF RESPONSIBILITYResponsible for managing department staff totaling 47 employees. Of the total number of employees, five are direct reports and are subject to weekly and monthly coordination and review sessions. There are currently five separate offices and the average distance between the administrative office located in the county seat (Duluth) and field offices is 100 miles.This position administers hundreds of contracts, all of which require staff supervision to assure compliance and quality control. These include timber sales contracts, land sales contracts, road construction contracts, water structure contracts, chemical application contracts, and land treatment contracts.The Land and Minerals Director has a broad scope of responsibility for selecting, training, and developing the staff. The position is responsible for all staff selection; however, other supervisory staff assist in the selection process. Among the training responsibilities, the Land and Minerals Director creates an awareness of training needs, promotes training opportunities, motivates employees and evaluates overall results. Providing the training opportunities allows the Land and Minerals Director to develop a team of competent and skilled staff in both the short and long term.

BUDGET RESPONSIBILITYTotal annual department operating budget is approximately $7.4M. The primary sources of revenue for the Land and Minerals Department budget are generated from land sales, timber sales, gravel and land leases and rentals, deferred accounts receivable, and miscellaneous fund sources.The Land and Minerals Director must examine economic projections and make annual predictions of income. In doing this, the Director prepares a budget based upon the need to meet projected demands. The Land and Minerals Director may expend funds as needed in accordance with Minnesota statute and county policy.Non-county funds are initially provided based upon a program of work prepared by the Land and Minerals Director. Once the funds are received, they can be spent within the latitude of the agreement subject to state and County policies.

COMPLEXITY/CONTRACT ADMINISTRATION/SCOPE OF SERVICES PROVIDEDIn making decisions to manage the lands, mineral and resources of the county, the Land & Minerals Director must have a substantial knowledge of federal and state resource laws, state and local ordinances and regulations, natural and regional economics and academic and practical knowledge of a dozen biological and engineering fields. The Director must establish and foster working relationships with key forestry, minerals, commercial development and governmental stakeholders to ensure the most efficient use of the tax forfeited natural resources. The Director's application of these standards varies considerably due to the practice requiring both arts and sciences.The major services provided by the department include: land management; land leases; gravel leases; sales of timber, gravel and horticultural peat; wildlife habitat maintenance; and development and sales of urban and rural properties. Although not an exhaustive list of the services provided by the department, the services directly impact departments such as County Attorney, County Auditor, Assessor, Public Works, and Planning and Zoning, and Economic and Community Development.

MINIMUM QUALIFICATIONS (PASS/FAIL):Graduation from an accredited college or university with a Bachelor’s degree in forestry, geology, engineering, resource management, business management, or related field

AND

five (5) years full-time paid verifiable experience in mining or land and minerals management.

Considerable technical knowledge and/or experience with the following disciplines is necessary: Forestry, forest engineering, mine engineering, geology, trails/recreation, real estate management, resource appraisal, land surveying, business management & administration, and communications.
