Experience in marketing, planning, project development program management, and team building, as well as formal federal procurement and/or contract administration training. Experience working in a fast-paced, cross-functional team environment. Interacting/collaborating regularly with Sales, Contracting, and Pricing Departments toward achievement of team and organizational goals. Experience in government procurement procedures, acquisition regulations, and preferential procurement programs is highly desirable. Requires extensive contracting liaison work and coordination with NPA management and government procurement professionals. The position requires an appreciation for accuracy and detail as well as excellent communication, organizational, and negotiation skills. Proven experience in customer satisfaction and problem-solving within private, non-profit, or government sector organizations. Strong personal computer aptitude necessary.TravelDomestic travel to associated agencies, government agencies, commercial customers, NIB offices, and NIB meetings required (up to 30%).Specific Duties and ResponsibilitiesOrganizes requirements, performance work statements, job descriptions or other data, via analysis and milestones, into a completed development process for NIB Associated Agencies and manages final services additions to the Procurement List. Coordinates all elements during the development of a service project with NIB Associated Agency, NIB staff, federal customers, and other organizations.Collaborates closely with NIB Sales Managers and the Services Development Sr. Director in assessing, approving, and developing new service business opportunities.Actively assists NIB Associated Agencies by developing complete knowledge of contract requirements in the development of Price and Technical Proposals. Supports NPA as liaison to federal procurement activity and in price negotiations as needed. Determines work requirements, estimating labor, assessing capabilities, and developing standards, pricing, costing, and analyzing operations and contract requirements, providing phase-in and adaptive technology assistance are essential elements of this position.Develops intimate knowledge of NIB Associated Agency's service capabilities, service goals, and potential service opportunities.Networks and gains knowledge regarding government and potential commercial service customers via marketing calls, conventions, independent research, and other training or public affairs opportunities.After establishing project goals, milestones, and priorities, identifies those goals or milestones that require specific technical or specialized expertise to achieve and request assistance for resources from Director, Services Development and/or direct supervisor.Assist with the development and continued improvement of AbilityOne and NIB Service presentation materials and supporting information.Actively involved in training federal customers, NPA, and NIB staff in AbilityOne Program and Service Development methods.Participate in special project activities related to service business development such as: Process Re-engineering efforts, Regulatory Committees, Sub-Committees and Workgroups, and new business development ventures. Supports consultants in training and business development efforts as needed.Provide written reports as required by Director, Services Development and/or direct Supervisor.Manage the development, implementation, and execution of service business plans for the services categories assigned.Uses Contact Management and Salesforce to maintain contact and account profiles, work history, and project opportunities.Become familiar with and proficient in the use of service development documents and processes in support of all service-related opportunities and projects.This job description does not imply that these are the only duties to be performed.
