The Housing Rights Committee of San Francisco (HRCSF)

is a tenants’ rights non-profit serving tenants citywide since 1979, offering free counseling and organizing support for San Francisco tenants in all types of housing, including rent-control, public housing, and Section 8. Our purpose is to strengthen tenants’ rights, improve living conditions for renters, and preserve and expand affordable housing opportunities. Through our counseling program, we support more than 5,000 tenants a year, and our organizing program has helped build five tenant associations across the city since 2019.

Job Description: Spanish Language Tenant Counselor

40 hours/week, flexible schedule required

$31.25/hour

Position Summary:

The Spanish Language Counselor is responsible for providing tenant’s rights counseling to tenants who live throughout the city and live in both private market and HUD-subsidized housing in both Spanish and English. This is a full time, in-person position under the direct supervision of the Lead Spanish Language Counselor and with support from the HUD counseling lead.

Key Responsibilities:

Counsel tenants by responding to calls and carrying out appointments with tenants during drop-in hours. Support tenants to write letters, request and document tenant housing needs and educate individual tenants on their rights and options regarding repairs, unfair evictions, rent increases, retaliation, discrimination, harassment, denials of housing, inspections and terminations of rent subsidies.

Accompany and represent HUD tenants in file reviews and hearings with the SF Housing Authority, as well as in meetings with management.

Refer tenants to appropriate service providers and legal services.

Assist with English to Spanish translations for written outreach materials.

Work with organizers to conduct outreach efforts like flyering and tabling at community events.

Support staff offsite clinics and conduct workshops at HUD properties, or in collaboration with organizers and community partner agencies at locations throughout San Francisco.

Essential Qualifications:

Familiarity with SF tenant laws and conditions.

Prefer two+ years direct service experience.

Experience working at a community-based non profit or social service provider a plus

High level of written and verbal fluency in Spanish and English.

Knowledge of tenants’ rights or landlord/tenant law, low-income housing programs, and other related issues impacting renters in low-income communities. Or proven capacity to learn new subjects in a fast-paced environment.

Commitment to social and economic justice and bottom-up social change.

Ability to work effectively as part of a team as well as independently.

Ability to do one-on-one interviews.

Strong organizational and communications skills.

Experience with and cultural competence in working with vulnerable populations.

Flexibility to work some evenings and weekends, though most weeks will be M-F 9-5 or 10-6

Legal training or background or social work/ case management training or experience also preferred
