DutiesWithin established agency policy and objectives, plans, organizes and directs the Arts & Crafts Center Arts and Crafts Program which includes a wide variety of hobby and craft activities. Studies directives applicable to the operation of the shop as well as arts and crafts books, manuals, catalogs and maintains liaison with higher headquarters and local civic groups of hobby clubs to ensure that an effective and interesting arts and crafts program which satisfies the needs of eligible personnel is provided. Promotes interest in the arts and crafts program and stimulates hobby desires of military personnel and their dependents through such media as posters, pamphlets, news releases, bulletin boards, radio announcements and by appropriate recognition of special achievements. Conducts surveys to determine local interests in existing or proposed arts and crafts activities and plans overall program to provide optimum coverage of those arts and crafts in which there is substantial interest. Considers staffing available through non appropriated funds and volunteer workers and determines appropriate staffing and hours of operation for the individual shops and activities. Develops supply requirements to support the operation of the center based on experience factors and estimated needs for new programs or activities: initiates action to obtain supplies through appropriated or non appropriated fund channels. Devises, improvises and adapts these various activities to meet a wide range of participant needs and interests and to work within the limitation of funds, facilities equipment, volunteers and paid staff. Plans and coordinates details of recurring and nonrecurring activities, special events and joint community undertakings to make maximum use of facilities, services and other resources. Manages numerous facilities and services within the Arts & Crafts Center such as: Sales Store, Auto Hobby Shop, Engraving Shop, Wood Hobby Shop, Frame Shop, and Multi Crafts Shop, providing guidance and leadership, modifying, adapting, and expanding or otherwise changing plans and procedures for such activities. Instructs participants in activities for which the employee has technical expertise. Determines adequacy of facilities, identifies additional needs and monitors repair and maintenance of existing facilities and equipment. Establishes job performance standards and evaluates performance. Plans, schedules, and coordinates work operations. Supervises shop arrangement and installation of equipment. Places special emphasis on ensuring compliance with established safety, fire and environmental directives. Schedules and arranges for exhibits, demonstrations and contests and publicizes activities. Arranges for supplies and services needed to accomplish scheduled hobby/craft activities. Accounts for funds and makes recommendations for improvements. Develops budget estimates to cover salaries, supplies, and equipment and maintenance costs and compiles monthly reports of expenditures and revenues as well as special grant requests to submit to supervisor for review and submission to higher headquarters. Maintains records, and compiles data for reports. Evaluates the effectiveness of ongoing arts and crafts programs, adapts and varies program activities in light of findings and ensures maximum possible achievement of the broad objective to provide the military community with enhanced activities. Operates within financial goals set forth by local, Command and Air Force. Performs supervisory management responsibilities. Oversees budget preparations, APF and NAF funding. Approves expenditures to cover operational needs, takes actions necessary to insure compliance with safety, fire and environmental issues. Appraises employees and resolves disputes. Performs other related duties as assigned/directed.

In order to qualify, you must meet the experience requirements described below. Qualifying Experience:Knowledge such as would be acquired through the successful completion of baccalaureate program specialized experience or three years of progressively responsible administrative, professional, technical, or other work which provided a general Knowledge of management principles and practices, or progressively responsible experience in one or more functions managed in the skills development center may be substituted. In addition the applicant must have experience in work which involved expertise in an art program such as demonstrating methods, carrying out art festivals, competitions or workshops. Knowledge of the theories and techniques of one or more art forms. Knowledge of the methods and processes involved in an arts, crafts and hobbies program and current developments in art. Skill in the application and utilization of the program knowledge to meet the arts, crafts and hobby needs of the participating community. Skill in the application of program knowledge. Skill in effectively organizing and utilizing all available resources within the program framework. Ability to relate to people and motivate others to a higher level of achievement. Knowledge of budgeting processes including ability to develop and maintain budgets. Ability to deal with widely diverse individuals and groups. Knowledge of personnel management policies, practices and procedures including the ability to adjust work operations to meet emergencies, changing program or production requirements within available resources and with minimum sacrifice of quantity or quality of work. Ability to establish program objectives or performance goals and assess progress toward their achievement. Successful completion of a Tier 1 investigation is required.
