Director of Proposal, Capture and PMO

to create, enhance and lead the day-to-day operations of the proposal team responsible for developing and producing proposals in support of our business objectives.This is a hybrid position coming into the Arlington or Herndon office as needed for classified efforts. Some travel, both locally and domestically.What you will do:Stand up and lead an integrated, enterprise-wide Program Management Office across our current and pending IDIQs.Establish and maintain standardized program management practices to ensure consistent program execution and delivery.Coordinate with Business Units to shape and capture new task orders on existing IDIQs.Perform as a program manager of IDIQs where appropriate.Identify potential client market space for capture leadership role.Manage the people, processes, and tools to deliver compliant, responsive, high-scoring proposals efficiently and effectively.Manage multiple proposal tasks, sometimes with rapid turnaround deadlines.Focus on the growth, development, and upskilling of proposal staff to evolve the team and keep pace with emerging needs and demands.Evolve standards, tools, templates, and metrics to efficiently manage, develop, and run proposal activities.Facilitate proposal reviews (e.g., Proposal Development Reviews and Color Teams Reviews) and make ongoing recommendations to ensure compliance.Collaborate with corporate and Business Unit (BU) leadership for required capacity and capability needs to build accurate demand forecasts in a dynamic environment.Train and mentor BD, capture, and enterprise-wide staff on proposal processes and best practices, and develop additional training and education to meet evolving needs.In conjunction with leadership, create and manage the annual operating budget.What you will need:Bachelor's degree in Business Administration or related field or additional experience and/or appropriate certifications.10+ years of experience of strategic, complex captures for government technology proposals ranging in size (up to billion dollar values), scope (emerging concepts and technologies), and vehicles (e.g., IDIQ, schedules, OTAs, managed services).10+ years of experience with all aspects of business/proposal development methods (i.e., Shipley, etc.).Experience in managing and directing a PMO for a major contract vehicle.Working knowledge of the Federal business acquisition process and the Federal Acquisition Regulation (FAR) as it relates to industry-standard proposal development processes.What we would like:PMP.Active Top Secret/SCI, full scope poly preferred.
