Scope of JobProvides oversight and leadership while leading the development and administration of information technology (IT), digital transformation, and artificial intelligence (AI) programs and services for the UTRGV School of Medicine and UT Health RGV. Leads the organization in planning and implementing enterprise information systems to support centralized and satellite clinical and business operations.

Description of Duties

Provides leadership and direction on UTRGV SOM’s and UT Heath RGV information systems, to include IT strategic planning, budgeting, coordination and integration of all IT matters.

Aligns information technology, digital technology, and artificial intelligence objectives and programs with the organization’s vision, mission, strategies, and objectives.

Leads strategic and tactical planning, development, evaluation, and coordination of technology systems for the school of medicine and its components.

Oversees and provides recommendations to IT policy for UTRGV SOM, UT Health RGV, and its components.

Ensures the successful operation of all daily IT activities within the School of Medicine and UT Health RGV enterprise.

Works collaboratively with senior management and key end users across functional areas to identify and prioritize IT initiatives for the organization to meet business needs.

Leads and coordinates the process to develop, maintain and administer a technology plan annually that is based on current and future organizational needs; supports the mission and long-range goals of the UTRGV SOM and UT Health RGV.

Represents and reports on the performance of the IT portfolio including actual vs. expected results, budgets, and project duration.

Provides leadership in the development, management, and operation of applicable integrated information services; leads the review of current IT systems and processes, as well as the development of new and enhanced clinical and business operations systems specific to the area.

Leads with a progress approach to digital and information technology management, keeping up to speed with new and improved approaches to technology, including AI.

Establishes and maintains a service-oriented, customer-focused operation that enhances the current IT function and further promotes efficiency, quality, customer service and growth.

Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization’s goals and objectives; oversees the management of personnel to include recruitment, training, supervision, and evaluation of staff.

Develops and administers policies and standards in collaboration with Information Technology and the UTRGV CIO to ensure data integrity, security and shared use; ensures that standards are applied throughout the health system.

Ensures information systems operate according to internal standards, external accrediting agency standards and legal requirements.

Oversees cross-institutional initiatives and executive-level projects, fostering strategic partnerships in carrying out enterprise-wide computing services for the health system and its components.

Chairs and participates in various advisory committees as needed.

Performs other duties as assigned.

Required EducationMaster’s degree in related field from an accredited university.

Licenses/CertificationsNone.

Required ExperienceFive (5) years of progressive responsible experience in information technology including operations, strategy, program management and medical center experience to include supervisory experience.

Preferred ExperienceIT leadership experience in one or more of the following: large academic university (>20,000 students), public higher education, Texas public higher education, academic medical center, health industry, and/or IT consultancy.

EquipmentUse of standard office equipment.

Working ConditionsNeeds to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required. Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.

Other

Knowledge and understanding of the current and developing strategic information requirements of a major research university, health sciences center and an academic medical center.

Strong leadership capabilities including IT strategic planning, plan execution, organization and prioritization skills.

Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.

Significant experience in electronic medical record systems (EMRs), data-processing methods and procedures, and computer software systems.

Knowledge in business intelligence, systems design and development processes, including requirement analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation and operational management.

Ability to provide strategic guidance and counsel to clientele in the assessment and development of existing and/or proposed systems.

Ability to develop requests for and evaluate proposals in reference to leading-edge information services technology.

Skill in budget preparation and fiscal management.

Experience in large project management and system implementations.

Experience with policy and process development.

Skill in examining and re-engineering operations and procedures, formulating policy and developing and implementing new strategies.

Strong written, verbal and presentation skills.
