vacancies in various locations. This role is used Countywide with vacancies for a

Data/GIS Analyst

in the

Public Works Department

and a

GIS Analyst

in the

Information Technology Department . The employment list for this recruitment may also be used to fill future vacancies in other departments.

Under general supervision, prepares a variety of maps, reports, aerial photographs, and graphic presentations; researches and analyzes recorded maps and documents to establish property ownership; and performs spatial data management and analysis in order to support departmental and/or countywide operations and decision-making; and performs related duties as required.

Our

GIS Analyst

position is

primarily remote

and onsite work/meetings are scheduled as needed. While this is a primarily remote role, please note that employees of the County must reside in California and travel/accommodations to Santa Barbara when onsite work is needed is not reimbursable.Examples of DutiesProduces complex maps, graphics, diagrams, illustrations, imagery, and reports in hard copy and digital formats for departmental use; and may produce maps for other County departments, private parties, governmental agencies, and special districts.Meets with users to define data needs, GIS and/or CAD mapping project requirements, and required outputs; conducts research to locate and obtain existing databases; designs, updates, and creates databases; gathers, analyzes, integrates, and converts spatial data into maps using GIS software; and determines how information can best be displayed using GIS technology; and maintains metadata and documentation; performs quality control on data, identifies and corrects errors or omissions in data.Learns, applies, and maintains proficiency in new hardware and software technology used by the hiring department; installs mapping-related hardware and software; performs a variety of analytical studies related to the development and implementation of GIS and/or CAD mapping; evaluates alternatives; makes recommendations; and prepares technical reports.Provides technical mapping-related support to paraprofessional staff; and may act as a lead worker, including reviewing the work of others for accuracy and compliance with established standards, procedures, and legal mandates.Interprets and explains laws, procedures, and technical aspects of map preparation and assessment to other departments and agencies, title companies, and the public; works with other County departments and private engineers and surveyors to set and maintain standards for the submission of geo-referenced digital CAD file subdivision plans; and distributes paper and electronic maps to real property agencies and the general public.Analyzes tasks and procedures and develops applications to be used internally and by other County departments for querying and analysis of data within the County geospatial database; and analyzes aerial photography, recorded maps, and topographic maps in order to incorporate new parcels into the base map or perform environmental or developable site analysis.Learns, applies, and maintains proficiency in professional knowledge of operational areas related to assignment, including new rules, County ordinances, Board of Supervisor directives, statutes, laws, and/or chain of title.May create and update maps showing property boundaries, political subdivisions, taxing districts, and election districts and precincts; maintain and update a comprehensive County GIS base map; and integrate GIS and other information technology to support assessment and elections operations.May create and update maps showing specific land use in combination with environmental and site constraints; thematic maps illustrating distribution of statistical data; and simulated three-dimensional terrain models for topographical depiction, viewshed analysis, and slope constraints.Additional Duties (Information Technology Department):In addition to the general duties described above, ITD GIS staff provide technical guidance/support to other departments that utilize GIS applications.

Additional Duties (Public Works Department):Collects, organizes, and maintains various datasets to ensure data integrity and accessibility.Acquires, maintains, and updates platforms to host Department's asset data to optimize maintenance and operational efficiency.Assists in updating and maintaining the Public Works website, ensuring it is user-friendly and the information is current.Converts physical records into digital formats and integrates them into our data systems.Develops and manages API integrations to facilitate seamless data exchange between systems.Identifies opportunities to automate processes and streamline operations to enhance productivity and efficiency.Creates executive dashboards, detailed reports and data visualizations to support decision-making processes.Utilizes GIS technologies to analyze spatial data and create maps that support various Public Works projects and initiatives.Works closely with various teams to understand data needs and provide tailored solutions using cohesive data systems. Supports and trains internal users as needed, particularly in programs such as Smartsheet, Tableau, Sharepoint, PowerBI, ArcGIS, SQL Server, and programming languages such as Python.Employment Standards

Possession of a bachelor's degree in cartography, geography, GIS, or closely related field, including instruction in/use of common CAD and GIS software;

OR ,Four years of paraprofessional, automated map generation experience, including experience with CAD and GIS software and some mapping analysis;

OR ,Three years of experience equivalent to Mapping/GIS Technician with Santa Barbara County;

OR ,A combination of training, education, and /or experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.Knowledge of:

principles, instruments, terminology, standards, and techniques used in automated map drafting and related graphic illustration; basic mathematics used in map production, including computation of distances, angles, areas, and traverses; graphic techniques of layout, presentation, reproduction of maps and graphics; concepts of effective organization and display of thematic data and maps; terminology and methods of describing property boundaries; methods of presenting tabular data in spatial and graphic formats; concepts and techniques of computer-aided drafting (CAD) and geographic information systems (GIS); principles of computer programming logic related to GIS and relational database management system (RDMS) software platforms; and principles of GIS hardware and software installation, testing, and operation.

Ability to:

use a geographic information system to perform queries, analysis, data processing, and the creation of new digital feature datasets; develop digital and hard copy overlay maps layouts using a variety of land use and natural resource data sets, drafting tools, software programs, and geographic information systems; work with digital elevation models, digital terrain models, and elevation contours in a GIS or Computer Assisted Mapping system; perform basic aerial photo interpretation, and use of aerial imagery draped over digital elevation data; utilize simple spreadsheet programs to export or import data into GIS; read, research, and analyze data; make recommendations; prepare written reports; basic mathematics used in map production, including computation of distances, angles, areas, and traverses; real and interpret complex legal information; follow oral and written instructions; assign work to, review the work of , and train subordinate staff; and establish and maintain effective working relationships employees, other agencies, and the general public.

Desirable Qualifications:

Cadastral or GIS certification; and coursework or familiarity in land use planning and environmental studies, surveying, navigation and global positioning systems, graphic arts, mechanical drafting and computer aided drafting, engineering, document layout, reprographics, aerial photo interpretation, photogrammetry, and/or website creation.

SUPPLEMENTAL INFORMATIONClerk-Recorder-Assessor Desirable Qualifications:Knowledge of:

legal descriptions, deeds, maps and other technical and legal documents used to identify property and establish property ownership; California Coordinate Mapping System; real estate principles; surveying principles and practices; and County of Santa Barbara customer service objectives and strategies.

Ability to:

Applicants who meet the employment standards will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by the responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 12 qualified candidates.Candidates must receive a percentage score of at least 70 on the supplemental questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list. Human Resources will notify you by mail if your name is removed.
