Position OverviewThe Senior Vice President (SVP) of Government Affairs is a key leadership position reporting directly to the CEO. The SVP will serve as the voice of an influential membership of the world’s largest purchasers of electricity with more than $15 trillion in collective market cap, to accelerate clean energy investment, development, and procurement in line with CEBA’s vision of customer-driven clean energy for all. In support of that vision, the SVP of Government Affairs will own CEBA’s government affairs function and build relationships with key federal and state legislators, as well as administration policymakers.

The SVP will work closely and collaboratively with the SVP of Policy and other members of the executive team to drive strategy, execute short and long-term objectives, and define and meet metrics of impact and accountability. The SVP’s role includes engagement with the CEBA and CEBI governing Boards of Directors and the Advisory Board consisting of key CEBA members informing strategy.

Core ResponsibilitiesBuild, develop, and motivate a high performing team of government affairs professionals and external lobbyists capable of driving impact on ambitious policy goals in bipartisan environments at all levels.Personally lead outreach and engagement with conservative elected federal and state officials.Engage, educate, and cultivate relationships with members of Congress, administration officials, governors, and state legislators who have direct influence on CEBA’s policy agenda.Foster close working relationships with the government affairs offices of CEBA’s member companies, and the government affairs leads at allied trade associations and advocacy organizations.Work directly and collaboratively with the SVP of External Affairs and SVP of Policy to determine the need for and inform the content of policymaker-focused communications, including but not limited to testimony, talking points, briefing materials.Work collaboratively with the SVP of Policy to develop strategies to deliver on CEBA’s key U.S. legislative and regulatory policy priorities at national, regional and state levels.

Organizational/LeadershipWork closely with CEO and SVP of Policy to develop and drive CEBA’s overall political engagement strategy, including management of a political action committee (PAC), as well as relationships with party committees and affiliated organizations at all levels.Build a team of both internal hires and external lobbyists to engage in broad bipartisan outreach.Develop, nurture, and maintain a relationship with the CEBA and CEBI Boards of Directors.Evaluate, cultivate, and create relevant coalitions based on the voices needed to advance CEBA’s policy objectives.Lead CEBA’s engagement with administration officials, Members of Congress, governors, and state legislators.

QualificationsRequired:20+ years’ experience if no higher education.15+ years’ experience + Bachelor’s Degree.12+ years’ experience + Master’s Degree.Minimum of 12 years of experience in policymaking roles including at least five years of direct federal legislative experience with conservative policymakers (federal elected office, professional committee staff, leadership staff, or leadership staff in personal offices).Experience driving policy off the Hill, e.g., a role in the White House, governors’ office, or federal agency.A corporate government affairs position in the energy space.Relevant experience in a trade association, advisory, law, or lobbying firm.Willingness to register to lobby federally and in key states, and experience managing lobbying efforts and compliance obligations.Exposure to managing political campaigns, independent expenditure efforts, or other political engagement.Eligible to work in the United States.

AdditionalThe ability to be proactive and assertive while successfully collaborating with politically diverse individuals externally and internally.Expert in government affairs with a clear record of policy accomplishment. Must be able to articulate and give concrete examples of their distinctive role in driving major legislative action or administrative policymaking.A plus if the candidate understands major energy policymaking trends.An openness to creative approaches in solving strategic problems.Proven record of recruiting, developing, and managing exceptional teams.Executive-level written and verbal communication including superior listening skills.Ability and willingness to work nontraditional hours and travel up to 25% of the time.A commitment to diversity, equity, inclusion, and CEBA’s core values of respect, integrity, service, and excellence (RISE).
