.The Role:The Economic Development Department is responsible for a diverse array of citywide programs, including business attraction and retention, business assistance, citywide redevelopment, tourism, special events, and arts & culture. This position performs complex administrative and managerial functions to assist the department director in planning and directing the operations of the Economic Development Department to ensure optimal performance and alignment with the City’s strategic objectives and to elicit maximum employee engagement and productivity. Based on the area of assignment, responsibilities include leading one or more divisions within the department.Salary:This position is a grade 418, and is FLSA Exempt.The salary for this role is $113,333 - $170,000 annually.Benefits:The City of Glendale offers a generous benefits package with competitive rates that become effective the 1st of the month following 30 days of employment. for more information.Holiday, Vacation, and Sick Leave:The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.Vacation leave accrues at 5.33 hours per pay period (138 hours/17.25 days per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days per year).* Days per year estimates are based on an 8-hour work day.Retirement:This position participates in the

Contribution is mandatory, and the current contribution rate is 12.27%.Duties may differ depending on the area of assignment:Assists the Economic Development Director in planning, organizing, and directing the research, planning, and implementation efforts designed to achieve the economic development objectives as set forth by the City Council and City Manager.Manages highly complex special projects including oversight of a variety of projects at the direction of the Economic Development Director or the City Manager.Meets with internal staff, developers, architects, bankers, business owners, landlords, etc., to develop programs to attract and retain new and expanding businesses.Makes presentations on behalf of the department to external groups and organizations, and to Council.Responds to media, citizen, and business inquiries and complaints.Prepares and reviews grant applications.Prepares comprehensive technical, feasibility, and administrative reports and studies.Assigns and reviews the work of subordinates, and evaluates their performance.Administers the departmental budget in accordance with program goals and objectives.Provides quality customer service and ensures that departmental staff and programs provide quality customer service.Serves as arbitrator/mediator between staff and private sector interests such as employers, developers, and promoters to ensure equity and avoid costly delays.Resolves complex or sensitive issues related to employees and clients.Interprets and enforces all city ordinances pertaining to economic development.Manages the formulation of department policies and their implementation and administers comprehensive economic development programs.Negotiates agreements with tenants, owners, architects, contractors, developers, site selectors, employers, promoters, etc.Acts in the absence of the Director attending meetings, making decisions, and providing department leadership and accountability.Seeks relevant professional training and knowledge to advance the department’s programs and services.Directly supervises division administrators, program managers, and/or administrative support staff as assigned, including hiring, assigning work, establishing goals, coaching, creating career development opportunities, evaluating performance, and resolving issues.Provides coaching and guidance to managers and supervisors in assigned areas to mitigate or resolve personnel matters.Performs other related duties as assigned.Minimum Requirements:Bachelor's degree in economics, planning, business, marketing, or public administration or a related field, two (2) years of supervisory experience, and five (5) years of program management experience in functional area of responsibility: business operations, downtown development, special event management, urban economic development, urban planning or a related field.Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.Knowledge of:Economic development marketing/branding program implementation and analysis of marketing program’s impact.Principles and practices of digital content creation.Redevelopment and economic development financing.The principles and practices of urban economic development and redevelopment, including administration and management.The principles and practices of leveraging events, tourism, and arts to create economic value.Real estate and site selection principles and practices.Marketing techniques and economic development incentives.Past, present, and future micro and macro growing trends of Glendale.Laws, ordinances, regulations, and policies of various government agencies.Research techniques, methods, and procedures.Customer service practices.City ordinances and regulations.Ability to:Exercise initiative and independent judgment.Negotiate and perform cost/benefit analyses.Apply modern management techniques.Establish and maintain effective working relationships with private sector investors and mediate differences between city staff, developers, businesses, and various citizen groups.Exercise judgment in the selection of publicly funded programs and in balancing public and private financial resources.Formulate solutions to complex problems, issues by analyzing and interpreting complex research findings.Market the city to prospective businesses and industries.Coordinate and mediate efforts of both public and private agencies and committees involved in the economic and downtown development projects.Demonstrate exceptional writing skills.Communicate effectively with a variety of levels in staff and stakeholders including City Council members and citizens.Effectively evaluate, train, and develop employees.Develop and manage budgets.Direct consultants.Success Factor Classification Level - ManagerialTo view the success factor definitions please
