By Light is hiring a Proposal Manager to join our team in Hanover, MD/McLean VA. This role will be fully engaged in capture and proposal development efforts for large, multi-volume IDIQs and Task Order bids. This involves creating artifacts, content planning, and proposal goal setting. The Proposal Manager will have demonstrated experience planning, coordinating, managing and developing winning proposals in response to government solicitations.By Light is an IT products and services firm specializing in software development, satellite/terrestrial communications, cyber security, and network engineering/design. Headquartered in McLean, VA, we provide support worldwide to DOD, Federal Civilian, and Health IT customers.Responsibilities
Leads the development of proposal responses to government Requests for Proposals (RFPs), Requests for Quotes (RFQs), Task Order Proposals, and Requests for Information (RFIs) as directed.Analyze customer solicitations and develop internal response plans for meeting customer proposal/quotation requirements and validates compliance with RFP instructions.Coordinates individual RFP/RFQ proposal efforts and rewrites sections as required.Responds to evaluation notices (EN), clarification requests, and requests for final proposal revisions (FPRs).Provides editing and compliance review support for RFP/RFQ/RFI.Serves as the primary point of contact (POC) for assigned proposal efforts including, but not limited to:Prepare kickoff packagesCoordinate on-site and virtual meetingsDevelop and create compliance and response outlines and proposal schedulesLeads proposal productionCoordinates resources as appropriate to develop compelling responsesMaintains the Proposal Operations SharePoint Business Development Knowledge Management Library including but not limited to:Establish new sites and subpagesUpdate files and database(s) with submission evidence and all proposal response materialPlan, coordinate, and prepare corporate proposals for major or multiple business opportunities in response to customer solicitations, according to Lohfeld best practices, Shipley Processes, established deadlines, guidelines, standards and client policies.Research, write, and edit technical/business/pricing responses.Work with Business Development team to identify proposal resource requirements.Coordinate the activities of internal and team member personnel to drive technical solution calls and develop our proposal response.Provide significant input into and coordinate the updating and management of supporting files such as content articles, technical approaches, customer understanding, and standard text.Support SharePoint knowledge management and content as well as proposal AI tool to ensure technical content remains current, is updated regularly and easily accessed for tailoring.Provide post-submission leadership for oral presentations, Best and Final Offers, agency clarification requests and Lessons Learned.Responsible for driving Proposal Solutions.Experience in developing strengths-based proposals is preferred.Leading the team to drive content.Write Management Plans, Past Performance or Executive Summaries when required.Required Experience/Qualifications
Demonstrated knowledge of Shipley Proposal Management Methodology8 to 10 years of experience leading proposal development effortsMust be comfortable with both Federal proposal management and Federal proposal writing.Must be capable of managing 4-6 proposals concurrentlyVery Strong MS O365 Formatting/Desktop Publishing skills.Experience or proven ability to manage multiple projects with tight deadlines.Strong interpersonal skills.Ability to lead efficient and effective teleconferences with multiple partner representatives.Ability to work a flexible schedule which may include some evenings and weekends as required.Experience leading IT, Integration, and Operations and Maintenance focused proposals is desired.Must be comfortable in a fast-paced environment with demonstrated ability to juggle and prioritize multiple, competing tasks and demands and to seek supervisory assistance as appropriate.Preferred Experience/Qualifications
APMP Certification preferred.Special Requirements/Security Clearance
Must be able to Obtain a SECRET clearance.
