Test Program Manager

The successful candidate will be collaborative, open, transparent, and team-oriented with a focus on team empowerment & shared responsibility, flexibility, continuous learning, and a culture of automation.Northrop Grumman Mission Systems (NGMS) located in Linthicum, MD is seeking a Test Program Manager who is responsible for leading cross-functional teams during the proposal phase, design and manufacture phase of complex HW/SW Test products; participating in negotiations; responsible for establishing and executing project Integrated Master Schedules (IMS), and funding authorizations; initiating the launch of new designs and subsequent shop orders; and managing all cost/ schedule and performance related activities.Roles & Responsibilities:Lead and direct cross-functional engineering teams during proposal, design, manufacturing, and delivery phases of products in development and production phasesSupport proposal development and new program acquisition effortsInterpret statements of work assigned by program leadershipDevelop and execute to project budgets and schedules, including Earned Value Management System (EVMS), critical path management, Estimates-at-Completion (EACs), and workload forecastsInterface with functional departments to secure team staffingWork with suppliers and be able to articulate project requirementsBrief internal and customer leadership on progress of work assigned.Basic Qualifications:Bachelor's Degree with 5 years of experience, a Master's degree with 3 years of experience or a PhD with 0 years of experience in Electrical Engineering, Computer Engineering, Computer Science, Applied Physics, Applied Mathematics, or related technical fields. Technical experience may be considered in lieu of education.Demonstrated leadership responsibilities in a team environmentComprehensive understanding of the Design, Manufacturing and Test Integration process is a mustAbility to work on-site at BWI campus and areas nearbyActive Interim Secret RequiredPreferred Qualifications:Current active Secret clearance with SAP/SAR accessExperience as a Control Account Manager (CAM) managing Earned Value Management System (EVMS) projectsFluency with developing and executing project schedulesExperience as Integrated Product Team (IPT) Lead, Technical lead, or other leadership role in a program office or business function with demonstrated team building, organizational, and interpersonal skillsSolid use of Excel and SAP Production/Materials management tool or similar tool setMaster's degree in Engineering, Business Management, Engineering Leadership, or equivalentPMP certification is a plusSalary Range:
