Brief Duties and Responsibilities:

The Director works at the pleasure of the Board of County Commissioners to whom he/she is directly responsible for all matters of Department operations. Leads and directs a diverse staff of 60 engineers, surveyors, construction specialists, equipment operators, road maintenance crews and professional support staff operating across 1300 square miles in southeast Washington. Programs and executes an annual budget in excess of $20 million across four separate and distinct funds. Accounts for and maintains property valuing more than $30 million. Responsible for planning, engineering, design, construction, operation and maintenance of approximately 1000 miles of county roadways, 200 bridges and over 6 miles of flood control channel. Coordinates design and construction of new development transportation infrastructure with developers, other county agencies and cities. Oversees the County storm water management program and manages the County’s vehicle and equipment fleet. Leads county flood response efforts and supports natural disaster recovery operations. Maintains personal liaison with Federal, Native American tribal, state and local officials.

Supervisory Responsibilities:

Directly supervises Division Managers; indirectly supervises all employees within the Public Works Department.

Working Environment/Physical Abilities:

This position involves both office and field work. Must possess the physical ability to perform field work involving bending, lifting and twisting, and sitting or standing for extended time to perform essential job duties. May be required to work in adverse weather conditions. Must also possess physical abilities typically related to office operations including manual dexterity and visual acuity to operate computers and other office equipment, and sufficient hearing and speech ability to communicate verbally and in written forms.

Minimum Qualifications: Education And Experience:

A Bachelor’s Degree in Civil Engineering AND five (5) years of progressive engineering related work experience, INCLUDING three (3) years of top-level administrative experience OR an Associate’s Degree in Civil Engineering AND seven (7) years of progressive engineering related work experience, INCLUDING three (3) years of top-level administrative experience. Must possess strong management and effective oral/written communication skills.

Licenses And Other Requirements:

Professional civil engineer license required. If registered in a state other than Washington, must obtain registration in the State of Washington within six (6) months of hire. Must have a valid driver’s license. Must successfully pass a background check and a driving record check.
