JOB DESCRIPTION AND POSITION REQUIREMENTS:

The

Office of Entrepreneurship and Commercialization (OEC) , under the Office of the Senior Vice President for Research, seeks an experienced and creative

Director

for Pennsylvania’s newly established

Pennsylvania Veterans Business Outreach Center (VBOC)

at Penn State. The VBOC Director will lead and execute entrepreneurial development services across the Commonwealth, including Veterans’ business training, counseling, and resource partner referrals for transitioning service members and Veterans interested in starting or growing a small business.

The VBOC program is funded by a cooperative agreement with US SBA and is tasked with providing training to transitioning military personnel and spouses through the Boots to Business (B2B) Training Program. VBOCs also provide advising, training, technical, and financial skill development, comprehensive business assessments, and mentoring services to Veterans, active duty, Reserve, National Guard, military spouse and family member entrepreneurs, and small business owners interested in starting, expanding, and diversifying small businesses. The VBOC Director directly oversees the programmatic operations of the VBOC program and supports the program's fiscal management. This position is accountable for VBOC program goals developed in cooperation with the funding agency (US Small Business Administration).

Key Responsibilities:

VBOC Leadership:

Establish and manage the Pennsylvania Veteran Business Outreach Center at Penn State through relationship building, training deployment, content development, program implementation, and reporting.

Entrepreneurial Training for Active Duty and Transitioning Service Members:

Participate in 100% of the U.S. Army Carlisle Barracks Boots to Business program as part of the Transition Assistance Program (TAP).

Entrepreneurial Training for Veterans (including National Guard and Reserve) and Spouses:

Organize a regular cadence of Boots to Business Reboot entrepreneurial training programs with the goal of reaching Veterans of all eras, Active Duty Service members (including National Guard and Reserve), and spouses in all regions of Pennsylvania.

Consulting with Aspiring and Existing Veteran Entrepreneurs:

Meet with Veteran-owned small businesses at various stages to develop collaborative business planning, financing strategies, succession planning, and comprehensive analyses.

Small Business Administration (SBA) Collaboration:

Serve as liaison between the Pennsylvania VBOC and the SBA Office of Veterans Business Development (OVBD), Pennsylvania’s SBA District Offices, the broader VBOC network, and SBA resource partners including the Small Business Development Centers (SBDCs), Women’s Business Centers (WBCs), and SCORE.

Veterans Support Network:

Coordinate outreach events and programs with Pennsylvania’s network of Veterans support programs, including the Pennsylvania Department of Military and Veterans Affairs (DMVA) and our many regional Veterans and military support organizations and programs.

Oversight of Program Coordinator(s):

Lead a program coordinator or part-time coordinators who will assist with outreach, program development, delivery, logistics, on-site management, and evaluation of program successes.

Penn State Ecosystem Partner:

Engage and partner with Penn State’s numerous ecosystem partners including the Office of Veterans Affairs and Services, the Penn State SBDC, the statewide LaunchBox and Innovation Network, PennTAP, academic colleges, Penn State Extension, the Commonwealth Campuses, and other stakeholders who support Veterans, entrepreneurs, or small business.

Qualifications:

Requires a minimum of a Master’s degree or higher and 8+ years of related experience, or an equivalent of education and experience.

Demonstrated leadership ability.

Demonstrated experience in entrepreneurial development, business training, and counseling.

Proven ability to build and maintain relationships with diverse stakeholders.

Excellent organizational, fiscal management, and project management abilities.

Effective communication and interpersonal skills.

Preferred Qualifications:

Military service or a strong connection to the military community.

Experience as a small business owner.

Experience managing SBA programs or federally funded awards at an academic institution.

Background Checks:

This position is located in State College, PA with regular travel. This position requires that you operate a motor vehicle as a part of your job duties. A valid driver's license and successful completion of a motor vehicle records check will be required in addition to standard background checks.

The salary range for this position, including all possible grades is:

$68,200.00 - $102,300.00
