Overview
Help manage Los Angeles County Capital Improvement projects in the Parks, Probation, and General Projects Section.
Duties and Responsibilities
Act as an Owners Representative with direct client facing responsibilities
Strong knowledge of contracts, drawings, estimates, and specifications to ensure relation and compliance to project requirements
Responsible for onsite quality assurance of contractor work
Coordinate, direct, and monitor activities of the contractors, subcontractors, engineers, architects, and related performing entities
Manage project controls, cost, schedule, performance activities, and procedures required by the client
Conduct project meetings and provide documentation, administration, and tracking of relevant information
Ensure contractor, architect, and engineer, adhere to contractual requirements on areas of safety, performance, project staff, and equipment
Perform other duties as required to ensure project success
Education and Experience
Education background in Architecture, Civil Engineering, Construction Management, or related field is required
5 years (PMI) or 10 years (PMII)
of project management and concurrent field construction experience is required
Experience in project managing vertical construction and public sector building projects through planning, design, jurisdictional approvals, bidding, contract awarding, construction, and close-out is required
Work experience in project planning and development is required
Experience working in an operational facility including maintenance type work is required
Experience with County of Los Angeles Building Code and Standards is preferred
Job Order Contracting (JOC) project delivery experience is preferred
Design-Build and Progressive Design-Build project delivery experience is preferred
CMAR project delivery experience is preferred
Knowledge and Skills
Strong leadership, excellent verbal and written communications skills is required
Ability to independently manage all aspects of a project is required
Ability to develop and control project scope, maintain project budgets, and develop and review project schedules is required
Skilled in reviewing and coordinating the preparation of construction documents is required
Ability to run the day-to-day management aspects of projects in a fast-paced environment is required
Ability to effectively facilitate project team and client meetings is required
Ability to effectively negotiate and prepare change orders is required
Ability to effectively monitor and coordinate construction activities with the various project stakeholders is required
Ability to adapt and respond effectively to project issues and challenges is required
Effectively recognize and elevate relevant project issues to superiors is required
Ability to set and manage project expectations is required
Knowledge of Los Angeles County Public Works protocols and procedures is preferred
License and Certifications
Licensed professional or Certified Construction Manager (CCM) credential is required
Work Environment
While performing the duties of this job, the employee must regularly work in an office and/or construction environment. Conditions regularly include exposure to outdoor elements, hot/cold temperatures, wet conditions, noise, atmospheric conditions, and cramped quarters. The noise level in the work environment is occasionally loud.
Physical Requirements
While performing the duties of this job, the employee must regularly sit, stand, walk, talk, or hear and use hands to finger, feel and handle; frequently reach with hands and arms; occasionally climb or balance and stoop, kneel, crouch or crawl. Specific vision abilities required by this job include close vision, distance vision, depth perception and ability to adjust focus. Must frequently lift and or move 10 pounds and occasionally lift and or move up to 50 pounds.
Travel Requirements
This position is project site based in Los Angeles, and embedded at the client location in Alhambra, CA. Travel within the immediate region may be required as a Kitchell employee, and a valid California driver’s license is required.

The annual base salary range for this role is currently: $138,000 - $150,000 Project Manager I $147,000 - $160,000 Project Manager II

Individual pay is determined through interviews and an assessment of various factors, including job-related skills, relevant education and experience, abilities of the applicant and equity with other team members.
