The Laredo Housing Authority (LHA) located in Laredo, Texas, is excited to invite qualified applicants to apply for the position of Executive Director. The City of Laredo is a thriving and expanding bi-national community of over 265,000 residents located on the northern bank of the Rio Grande River (its sister city, Nuevo Laredo, Mexico has approximately 425,000 residents). Laredo is known for its rich cultural heritage, warm climate, and strong sense of community. For over 85 years, LHA and its staff have been dedicated to providing housing opportunities to the residents of Laredo, with the mission of creating and sustaining healthy communities and enhancing the quality of life in the city.

LHA is governed by a five-member Board of Commissioners, one of whom is a Housing Authority resident. The Board of Commissioners has fiduciary responsibility as well as the responsibility of establishing and overseeing policy for the agency. The Board hires the Executive Director, who serves as the agency’s Chief Executive Officer. The Executive Director oversees the day-to-day operations of the Housing Authority and implements policies and programs established by the Board. The primary responsibility of the Executive Director is administering, managing, maintaining, planning, and directing the Housing Authority’s programs and employees. LHA owns and manages approximately 763 public housing units and administers 1,673 Federal Housing Choice (Section 8) rental assistance vouchers, along with 304 Low-Income Housing Tax Credits. The agency has 74 FTEs and an annual operating budget of $24 million.

Qualified candidates will have seven (7) or more years of managerial experience in public housing, a regulatory agency, or a similar setting; a bachelor’s degree in Public Administration, Business Administration, Management, or a closely related field from an accredited college or university (a master’s degree is preferred); an equivalent combination of education, training, and experience that provides the ability to fulfill the essential job duties of the position may be considered; the ability to obtain a Certified Management Executive (CME) Certification within six (6) months of employment or another allowable period as authorized by the Board; and a valid driver’s license and willingness to submit to a drug screening and criminal background check.
