Minimum Requirements:Bachelor's degree in a related field and eight (8) years of experience in the government/political arena including direct experience in public policy and issues management. 75% of work time will be in the Washington DC area with a reference for candidate who lives in the area. Grade 15 (Salary)

Position Description:The Assistant Vice President for External Relations (federal) is responsible for advocating on behalf of the University of Louisville and providing federal policymakers with compelling facts and figures that convey the scope and significance of the University's work and mission and the critical need for their support. The Assistant Vice President is responsible for working closely with the President and the University's leadership team to develop strategic initiatives and create opportunities to communicate and build relationships with key policymakers and government stakeholders. The Assistant Vice President is also responsible for providing timely reports to the Office of the President, the Board of Trustees, the Board of Directors of the University of Louisville Foundation, Inc., and the President's Council, outlining where and how they can be engaged effectively on behalf of the University and leading and coordinating their efforts. The University is recognized for excellence in education, innovative research, patient care, economic development, and scholarly activity. Its legislative mandate is to be the Commonwealth of Kentucky's "premier nationally recognized metropolitan research university." The Assistant Vice President for External Relations (federal) will report to the VP of External Relations and Communications.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Acts as the primary liaison with federal governments, collaborating closely with elected and appointed officials and their staff to foster positive relationships for UofL.

Advocate for the university's interests in federal legislation, funding opportunities, and policy initiatives.

Stay informed about federal legislation and regulatory changes that impact the university, providing timely analysis and recommendations.

Develop and maintain close working relationships with the University's leadership team, including the EVPRI, key researchers, and deans, whose education and research initiatives drive a large part of the university's legislative agenda.

Develop, maintain and enhance personal and professional network of federal government executive and legislative branch leaders and key individual and organization influencers across parties, platforms and positions.

Directly address legislators' important issues, often related to their constituents.

Monitors and maintains a high degree of awareness of laws, regulations, and pending legislation.

Serves as liaison with lobbying firms engaged by UofL.

Works collaboratively with External Relations and Communications to maximize communications and engagement with stakeholders.

Address any federal issues or crises that may arise, providing strategic guidance and communication support.

Creates partnerships and coalitions to advance the organization's goals.

Files lobbying reports for federal engagement.

PREFERRED QUALIFICATIONS

Master's degree, law degree, and/or previous higher education experience is preferred.

Proven ability to build and maintain relationships with government officials, stakeholders, and internal constituents.

Demonstrated constructive working relationships with key decision-makers and government officials on a bipartisan basis.

Demonstrated ability to communicate effectively to influence and lead.

Demonstrated ability to develop and implement a strategic plan.

Demonstrated ability to educate and engage constituencies such as students, faculty, staff, alumni, President's Council, etc. in supporting and advancing the priorities and programs of the University.

Experience analyzing legislation, commenting on proposed legislation, and monitoring and managing bills.

Experience with federal budget and appropriations issues, including community funding projects.

Sound professional judgment, keen analytic skill, and proven organizational skills.

Compensation will be commensurate to candidate experience.
