Attorney V (Director, Office of Financial Counsel)Develop your skills with a dynamic team of legal professionals at TDI. With $212.4 billion in premiums in 2021, Texas is the home to the nation's second largest insurance market and the seventh largest in the world. The Office of Financial Counsel in the General Counsel Division is hiring for a proven leader skilled at managing attorneys in a fast-paced, deadline-driven environment to lead a team that supports TDI in areas such as company licensing, mergers, acquisitions, corporate formation, insolvency, troubled companies, receiverships, company stability, examinations, and agent licensing.

This position manages an office that provides legal advice and support on a wide variety of complex insurance regulatory matters. This position performs highly advanced (senior-level) legal work. Work involves organizing and planning office activities, coordinating the preparation of legal documents, coordinating and providing advice regarding interpretation of laws and regulations, rendering legal advice and counsel on complex subject matter, and performing advanced research and drafting of legal documents, including memos, orders, briefs, and pleadings. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

The General Counsel Division provides training and a positive, collaborative work culture. An ideal candidate will have litigation background and experience managing attorneys along with excellent legal research, communication, and writing skills, the ability to interpret state and federal laws and apply them to novel legal problems, and the ability to thoughtfully and thoroughly review attorney work and mentor attorneys. The ideal candidate will show a willingness and ability to take on new challenges and subject matter. The candidate will be detail-oriented and an excellent communicator, with good collaboration skills and judgment in the analysis of legal risks. The candidate will be able to effectively communicate and manage meetings with both internal and external stakeholders.

This position:
• Directs functions and activities in the program area, including staff.
• Develops and implements techniques for evaluating program activities and business functions, identifies opportunities for change, and implements process improvement activities.
• Plans, develops, and approves schedules, priorities, and standards for achieving goals and directs evaluation activities.
• Plans, assigns, and supervises the work of others; performs and oversees administrative functions, such as hiring and evaluating employees.
• Collaborates with management to ensure goals and objectives are consistent with the agency's strategic plan; reports regularly to the manager regarding activities, accomplishments, performance, strategies, and issues.
• Represents the agency at business meetings, conferences, and seminars or on boards, panels, and committees.
• Provides leadership, direction, and guidance to Financial Counsel Staff.
• Coordinates the drafting and reviewing of legal documents, bills, administrative rules, and amendments for legislative consideration.
• Researches, interprets, and applies statues and rules related to insurance regulation.
• Coordinates and assists the Attorney General's office in preparing cases for litigation.
• Provides legal advice to agency executive management on insurance matters.
• Collaborates with management to ensure business continuity goals are met, including those for succession management.
• Performs other duties as assigned.

Qualifications:

This position requires:
• Graduation from an accredited law school with a Juris Doctor (J.D.) degree or comparable degree.
• Five years of legal experience, with at least two years of administrative law experience.
• Licensure as an attorney to practice law in Texas.
• Member in good standing with the State Bar of Texas.

Additional job details:

This position requires regular work attendance. The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service. The candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

Preferences for this position include:
• Ten years of legal experience, including background in litigation, corporate transactions, and regulatory oversight.
• At least two years of experience as a team lead or manager reviewing attorney work.
• Demonstrated success in a deadline-driven environment.
• Demonstrated ability to build relationships with internal and external stakeholders and communicate effectively about priorities and legal issues.
• A writing sample and resume submitted with the application.

This position requires demonstrated knowledge of:
• State laws, rules, procedures, and regulations relevant to job requirements.
• Principles and practices of public administration, management, and organizational behavior.
• Management control and internal reporting techniques.
• The Texas Insurance Code, Administrative Procedures Act, Public Information Act, and Open Meetings Act.
• Legislative drafting techniques.

This position requires demonstrated skill in:
