The Director, Policy Development serves as the leading expert on above-product public policy issues and geo-political changes that will impact our global business.The Director independently and proactively identifies risks and opportunities, conducts analysis (or directs analyses by vendors) and creates/updates public-facing policy positioning for the company on cross-cutting, above product policy and geo-political trends.The Director independently identifies new areas for public policy development based on knowledge of policy trends and develops policy positions to support enterprise-wide engagement with policy stakeholders and influencers, serving as a strategic advisor to the Executive Director, Policy Development, Strategy, and Capabilities, the AVP, and VP Global Public Policy. Reporting to the Executive Director, Policy Development & Strategy, this role will serve as the company’s global expert on these cross-cutting policy issues and geo-political risks, and work across GPP and with internal subject matter experts (SME) in related functions to ensure that current above-product policy realities are built into internal and external decisions with the potential to impact our company.The Director will lead policy-focused working groups on these issues and serve on broader working level task teams and groups focused on these cross-cutting issues, including artificial intelligence (AI), climate and environment, manufacturing localization, and supply chains.Additionally, the Director will represent our Company in external working groups focused on these issues within global industry associations and business groups, including the US Chamber, IFPMA, and BIO. The Director will be responsible for developing a deep understanding of these issues and staying abreast of potential policy changes and will use their knowledge of the issues and global stakeholder sentiment to create routine and ad-hoc analyses for the Executive Director and AVP on the risks and opportunities in these areas for our business. The Director will also contribute their expertise as (SME) in the development of multilateral, regional, and country policy strategies in these above product areas.The role is based in the US (Washington, DC/Rahway, NJ/ Philadelphia, PA/Upper Gwynedd, PA), Belgium (Brussels), or Switzerland (Zurich/Lucerne).Scope of work and core responsibilities include:Establish global Center of Excellence for monitoring and analyzing global, cross-cutting policy risks and opportunities, working collaboratively with GPP and cross-functional teams, create proactive and actionable intelligence and make recommendations on changes in global policy priorities, tactical plans, and business strategy to ensure that key risks and opportunities are addressed.Serve as company’s Subject Matter Expert (SME) on above-product public policy issues and geo-political threats, leveraging deep understanding of issues and global network of experts.Generate and sustain relationships with global thought leaders, US-based international policy think tanks, and consultants on key policy concerns including artificial intelligence (AI), climate and environment, health care policy, and supply chains and localization.Build internal relationships with SMEs in our Research & Development Division, Manufacturing Division, and Human Health, effectively leverage knowledge and network to develop policy positions that reflect our Company's view of the issues.Create and update public-facing policy positions on company websites. Prepare and staff Executive Director in presentations for approval of positions to Strategic Policy & Sustainability Council.Provide timely, concise, and accurate upward strategic communication to Executive Director and AVP on emerging policy issues to keep GPPLT and ET abreast of policy and political dynamics that are critical for our Company’s business.Serve as SME to Director, Policy Advocacy to translate above-product policy positions on key issues into advocacy materials and resources for use by executives, and global, regional, and country policy teams, and ensure that current positions are reflected in policy resource repositories.Contribute to quarterly and annual strategic planning and evaluation processes for GPP organization.Manage consultants as required.Position Qualifications:Required Experience and Skills:Accomplished public policy professional with at least 10 years’ experience in international government affairs roles in governments, think tanks or business associations responsible for healthcare, commercial trade, regulatory, or intellectual property.Pharmaceutical sector, medical device, or related policy background preferred with specific emphasis on above product policy issues.Ability to master complex policy, regulatory and legislative issues, think creatively and rapidly develop innovative strategies and solutions.Ability to manage competing priorities, often under time-sensitive environments, with effective project management skills.Experience in proactively identifying policy risks to business and working across the organization to develop policy positions and strategies to mitigate risks.Demonstrated ability to work within diverse teams and achieve results, influence with and without authority, and contribute toward a common agenda with defined action.Strong verbal and written communication skills to influence and effectively lead internal and external audiences to desired outcomes.Ability to communicate effectively with senior leadership and high-level external stakeholders.Self-starter with innovative spirit, highly effective at proactively identifying policy risks and opportunities and identifying new ways to address policy challenges.High degree of ethics and ability to build effective internal and external working relationships.Demonstrated experience working across culturally diverse and matrixed teams with a high degree of collaboration.Superior interpersonal and leadership skills in relevant business environments.Effective in collaborating with people at all levels of an organization and willing to contribute wherever needed.NOTICE FOR INTERNAL APPLICANTS:In accordance with Managers' Policy - Job Posting and Employee Placement, all employees subject to this policy are required to have a minimum of twelve (12) months of service in current position prior to applying for open positions.If you have been offered a separation benefits package, but have not yet reached your separation date and are offered a position within the salary and geographical parameters as set forth in the Summary Plan Description (SPD) of your separation package, then you are no longer eligible for your separation benefits package.
