Financial Analysis and Budget Manager

is part of the Finance, Budget and Accounting Division and reports to the Assistant Director of Finance. This role provides technical guidance and supervises a team of professional finance and accounting staff. The position coordinates the Department's and Housing Authority's budget operations, treasury operations, financial analysis and reporting. The position is also responsible for managing the Department's Supportive Housing Services day-to-day accounting operations.The

The Financial Analysis and Budget Manager's key job duties are:Supervising the Financial Analysis and Budget TeamA Financial Analyst that coordinates treasury operations and Supportive Housing Services program accounting operations, and assists with budget operations, financial analysis, and reporting.A Senior Accounting Assistant that processes departmental treasury transactions and Supporting Housing Services accounting transactions.Managing the Department's Supportive Housing Services accounting operations.Managing the Department's and Housing Authority's treasury operations.Coordinating the Department's and Housing Authority's budget operations.Coordinating the Department's and Housing Authority's financial analysis and reporting.Coordinating the Department's and Housing Authority's cost allocation plan.Assisting with fiscal year end, financial reporting and audits.Establishing policies and procedures to ensure effective internal controls.Collaborating closely with Washington County Finance, specifically budget and treasury functions.Participating in the implementation of the County's new enterprise resource planning system and the Housing Authority's new financial system.MINIMUM QUALIFICATIONS

Education and Experience:A Master's Degree in finance, accounting, economics, statistics, or a related field;

AND

two (2) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification;

ORA Bachelor's Degree in finance, accounting, economics, statistics, or a related field;

AND

four (4) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification;

ORAn Associate's Degree in finance, accounting, economics, statistics, or a related field;

AND

six (6) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification;

OREight (8) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, of which at least four (4) years of this experience must be in the public sector and includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification.Additional Department And Program Specific Requirements:Must pass a background check post-offer.Please be clear and specific in the applicable sections of the employment application about how your background is relevant.
