The Department of Transportation (DOT) is seeking a procurement professional to serve as Senior Procurement Analyst in DOT's ACCO Office. The candidate will have experience in City procurements and related administrative tasks. Responsibilities include:Assisting ACCO management with review, evaluation, and processing of forms and documents for various procurement methods (including Competitive Bids, Request for Proposals, Intergovernmental, Task Orders, etc.), ensuring conformity and compliance with Chapter 13 of the City Charter, the Procurement Policy Board (PPB), and other rules set by NYC, State, and Federal agencies.Utilizing PASSPort and other Citywide systems for reviewing and processing solicitation documents, bid and proposal packages, and other vendor submissions.Performing research to assist management in determining the most effective procurement methods.Coordinating with staff of various NYC and NYS agencies and representing the agency in public hearings.Assisting in the establishment of Minority and Women-Owned Business Enterprises (MWBE) goals, vendor responsiveness, and responsibility processes.Managing investigations related to vendor responsibility decisions or performance.Chairs meetings with vendors, compiles information for pre-bid or pre-proposal conferences, and assists in price negotiations.Performing other assignments equivalent to those described.Minimum Qualifications:A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration, or a related field, including at least eighteen months in an administrative, managerial, or executive capacity supervising professional personnel; orA combination of education and/or experience equivalent to the above, with all candidates required to have eighteen months of administrative, managerial, executive, or supervisory experience.Possession of an acceptable professional procurement certification may substitute for up to one year of the experience described above, but all candidates must still have the requisite eighteen months of administrative, managerial, executive, or supervisory experience.Preferred Skills:Effective verbal and written communication skills.Ability to interact professionally with a diverse group of project managers, administrative staff, and the vendor community.Strong analytical skills.Experience with PASSPort or FMS is preferred.55a Program:

New York City residency is generally required within 90 days of appointment.
