This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation (OL), Congressional Affairs Group (CAG). As a Health Insurance Specialist, GS-0107-12, you will serve as a liaison between CMS and Congress on interests and concerns to Congress and their constituents and assist the Group Director in responding to requests from the Legislative and Executive Branches for information on CMS programs.Duties

Provides information to congressional staffs, other government agencies, and outside organizations on CMS program policies and initiatives.Conducts analyses and special studies of policy issues and topics relating to Medicare, Medicaid, Children's Health Insurance Program (CHIP) and private health insurance programs.Participates on teams that provide analytical and decision support capabilities to identify, analyze, and track issues impacting Medicare, Medicaid, CHIP and private health insurance programs.Works with key officials within the regional offices, state and local officials and outside groups and organizations to resolve problems and plan events pertaining to Medicare, Medicaid, CHIP and private health insurance program policies.Prepare option papers, memoranda, operational policy letters, correspondence, reports and other documents on Medicare, Medicaid, CHIP and private health insurance programs to support senior CMS officials at meetings.

In order to qualify for the GS-12 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Reviewing and analyzing proposed policies regarding the Medicare, Medicaid, Children's Health Insurance Program (CHIP) or private health insurance programs; (2) Producing written documents for management, including briefing documents, reports, issue papers, or decision memoranda regarding the Medicare, Medicaid, CHIP or private health insurance programs; and (3) Preparing leadership for congressional meetings regarding the Medicare, Medicaid, CHIP or private health insurance programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
