Seasoned professional career auditor accountable for planning and conducting independent audits to review, analyze, and evaluate risks. Conducts operational, financial, and compliance audits of District programs, activities, and functions, including record-keeping practices, internal controls, management and operational effectiveness. Accountable for appraising the adequacy of internal controls of District programs, activities, and functions, operational procedures, reporting ineffective and/or non-existent internal controls and making recommendations to correct inadequacies. Participates in the investigation of cases of fraud, management negligence, or theft. Employs sound project management principles and practices including project planning, scheduling, control, and decision support concepts and methodologies that can significantly improve productivity in planning and managing audit projects; and uses techniques to improve audit productivity and effectiveness. Effectively utilizes audit controls to build individual audit programs that raise auditor productivity and effectiveness. Is able to target critical systems issues, and is highly skilled in risk assessment and appropriate controls in information and financial systems. Has some knowledge of methods for safeguarding information technology assets. Reviews the means used by the District to protect such assets and makes determinations whether appropriate safeguards are in place. Is able to evaluate the procedures used to safeguard assets from different types of losses like theft, fire, and activities that are illegal or improper. Possesses effective report writing skills, compiles data and writes audit reports aimed at improving operational functions. Effectively recommends improvements in the effectiveness, efficiency and economy of management systems and controls, compliance with policies and procedures, legal requirements and sound information management principles. Appraises the adequacy of proposed corrective actions and implementations. Provides audit support to external auditors, performs special investigations, and complies with all applicable statutes and accounting and auditing standards. Provides for the overall improvement of systems security and environment at the District, and prepares reports that include findings and recommendations for use by executive management and the Governing Board. Contacts and communications are initiated and maintained throughout the normal course of an audit with the manager making the decisions and with applicable staff as required. As a senior staff member in the Office of the Inspector General, position independently reviews and appraises a wide range of activities that are a vital link in the District’s management control system. Work is performed under the broad direction of the Inspector General.Minimum Requirements

Education/Experience Guide: Bachelor's Degree (Master's preferred) in Accounting, Business Administration or related discipline and 10+ years’ experience as a professional, preferably in public sector. Experience in techniques for fraud detection and investigations a plus.Licenses

Certified Internal Auditor or Certified Public Accountant is required. Valid State of Florida Driver License.Physical Requirements/Working Environment

Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.Veterans' Preference
